Job description

SUMMARY:
Under the general direction from the General Manager and Deputy General Manager, this position will assist with key engineering and water management programs and functions covering a wide range of activities including capital projects, facility operations, maintenance, and improvements; right of way issues; water resources planning; grant writing and reporting; program development and implementation; and environmental and regulatory issues. This position will also provide critical support for activities to protect fundamental water rights on the Kern River and other water resources, which will require development of detailed knowledge of the history, operations, and records of Kern River water rights, flows, and diversions.

Distinguishing Characteristics and Skills:
A positive, open-minded, flexible personal makeup is critical, as is a willingness to assist with any task, from very simple to complex lead roles. A strong interest in water rights, associated historical foundation, and water storage and conveyance facilities. Detail-oriented with good technical and record-keeping skills. Although the individual in this position must be an independent self-starter dedicated to the mission, they must also be able to work in a cooperative team environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provide professional planning, design, and oversight for maintenance, repair and installation of structures, equipment, and appurtenances along main canals, laterals, pipelines, pump stations and groundwater recharge areas.

  2. Prepare plans (using AutoCAD) and specifications/bidding documents, and construction management for projects.

  3. Review and develop maps and exhibits (using AutoCAD/ArcGIS) for various activities.

  4. Support preparation of "requests for proposals" for various projects or acquisitions.

  5. Provide project management for consultant contracts.

  6. Provide technical support for activities associated with the preservation of historical Kern River water rights and other water resources in the context of administrative and legal proceedings.

  7. Assist activities to track and record surface water flows and diversions consistent with governing water rights, permits, agreements and contracts.

  8. Assist in the evaluation of water supplies and demands, and the development of associated water management programs. Work with staff and consultants regarding funding for these programs, including the acquisition and tracking of State and Federal grant funds.

  9. Perform grant research, planning, grant application development, and grant management tasks.

  10. Assist in the review and preparation of agreements and contracts.

  11. Perform environmental and regulatory/permitting review of projects, and prepare associated documents.

  12. Assist in the review of design/construction plans by other agencies to assure that interests are protected; coordinate with agencies as required.

  13. Perform review of subdivision and other development plans to assure that interests are protected; coordinate with development interests as required.

  14. Coordinate with management, other agency officials, and federal, state, and local officials to fulfill project requirements.

  15. Support implementation of the Groundwater Sustainability Plan as required by the Sustainable Groundwater Management Act (SGMA), including monitoring, reporting, and plan updates.

  16. Support implementation and updates of Agricultural Water Management Plans, Integrated Regional Water Management Plans, and other planning documents.

  17. Perform other duties or special assignments as required.

Supervisory Responsibilities:
Lead for certain construction projects and programs.

QUALIFICATION REQUIREMENTS:

Education and/or Experience:

  • Bachelor's degree in Engineering or other technical field.

  • Minimum of three years' experience in one or more of the following fields with a public agency, consulting firm, or agricultural enterprise:

    • Engineering

    • Water Resources Planning

    • Water Operations

  • Experience in using common office software packages (word processor, spreadsheet, email, etc.) is required.

  • Experience with AutoCAD engineering design software and ArcGIS are required, as is a working understanding of property rights/right-of-way and budgeting and economic analysis.

Knowledge of:

  • Civil Engineering principles and practices as applied to planning, development, design, construction, and maintenance of irrigation and drainage systems.

  • Administration of major construction projects with contractors.

  • Principles of hydrology and hydraulic engineering.

  • Soils and their characteristics that affect surface and subsurface water flow.

  • Legal requirements affecting rights-of-way and easements on irrigation and drainage systems.

  • Dam and major diversion operations and maintenance requirements.

  • Agricultural Drainage Best Management Practices.

  • Irrigation and drainage policies.

  • Applicable sections of the State of California Construction Safety Orders.

  • Applicable State and Federal regulatory programs and permits.

Licensing:

  • A valid driver's license issued by the State of California, Department of Motor Vehicles is required.

  • Possession of a Professional Engineer license in the State of California is preferred, though candidates who will obtain the license within one year will also be considered.

Other Skills and Abilities:

  • Conducts field visits within the District for operational review, maintenance, project planning/site review, and facility construction.

  • Some travel by air or land transportation outside of the service area will be required.
