ICBC is advancing the modernization of Driver Licensing through secure, reliable, customer-focused technology solutions that improve how services are delivered to British Columbians. We are seeking a senior-level Software Development Engineer who can provide hands-on engineering leadership, strengthen modern development practices, and help responsibly introduce AI-assisted development capabilities across our delivery teams. 

This role is for a technical leader who can design and build enterprise-grade applications while also raising the engineering bar for modernization delivery. The successful candidate will lead by example across full-stack development, secure software delivery, test automation, DevOps, observability, developer experience, and responsible use of AI tools. They will work closely with product, architecture, security, operations, and delivery teams to create scalable, maintainable, and supportable solutions for Driver Licensing modernization. 

Key Responsibilities: 

  • Provide senior technical leadership for the design, development, integration, testing, deployment, and support of modern Driver Licensing applications and services. 

  • Design scalable, secure, maintainable, and observable application components, APIs, service interfaces, data models, and integration patterns aligned with enterprise architecture and modernization objectives. 

  • Lead modern engineering practices across Agile delivery, DevSecOps, CI/CD, automated testing, code quality, refactoring, secure coding, and production readiness. 

  • Apply AI-assisted development tools responsibly to improve coding efficiency, test generation, refactoring, documentation, troubleshooting, and developer productivity while maintaining accountability for code quality, security, privacy, and maintainability. 

  • Improve developer experience by simplifying local development, strengthening reusable patterns, improving documentation, reducing friction in pipelines, and helping teams deliver safely and consistently. 

  • Partner with business, product, architecture, cybersecurity, operations, and delivery stakeholders to translate modernization goals into practical technical solutions and delivery plans. 

  • Investigate, troubleshoot, and resolve complex application defects, performance issues, integration problems, and production incidents with a focus on customer and operational impact. 

  • Provide technical estimates, options analysis, and implementation recommendations for business cases, impact assessments, projects, and modernization initiatives. 

  • Mentor developers through code reviews, design reviews, pairing, technical coaching, and practical guidance on modern engineering practices. 

Required Qualifications:

The successful candidate will bring senior-level software engineering experience, supported by post-secondary education in computer science, information systems, software engineering, or an equivalent combination of education and related experience. The following qualifications are required for this role: 

  • Demonstrated senior-level experience designing, building, integrating, and supporting robust enterprise applications using Java, Angular, SQL, RESTful services, XML, data modelling, messaging technologies, secure interfaces, and optimized database schemas. 

  • Strong engineering judgment with the ability to evaluate technical options, make practical recommendations, and balance delivery speed, maintainability, security, reliability, and long-term modernization outcomes. 

  • Hands-on experience leading modern development practices such as CI/CD, automated testing, code review, refactoring, secure coding, observability, and production support. 

  • Practical experience using modern development tools and AI-assisted engineering capabilities to support software delivery, code review, testing, documentation, and problem solving, with sound judgment about when AI-generated output requires validation, revision, or should not be used. 

  • Experience working in Agile delivery environments, including sprint planning, story estimation, backlog refinement, and delivery against sprint goals. 

  • Experience using version control, work management, build, and release tools such as GitLab, JIRA, Jenkins, or similar platforms. 

  • Effective written and verbal communication skills, with the ability to explain technical concepts, risks, trade-offs, and recommendations clearly to technical and non-technical stakeholders. 

  • Strong critical thinking, problem-solving, prioritization, collaboration, and learning agility in an environment with changing deadlines, dependencies, and requirements. 

Preferred Assets:

  • Experience contributing to major application modernization, digital transformation, legacy system migration, technical debt reduction, or platform renewal initiatives. 

  • Experience establishing or improving engineering standards, reusable design patterns, automated quality checks, development templates, or team-level technical practices. 

  • Experience helping teams adopt AI-assisted development tools through responsible usage guidance, practical patterns, review practices, or developer enablement. 

  • Experience designing or improving CI/CD pipelines, deployment automation, secure software supply chain controls, or release governance. 

  • Experience with observability, monitoring, logging, tracing, incident analysis, and production troubleshooting tools such as Splunk or similar technologies. 

  • Experience with containerization, cloud, hybrid cloud, enterprise platform environments, or platform engineering practices. 

  • Exposure to enterprise security frameworks, identity management, authentication services, single sign-on, role-based access control, dependency scanning, static analysis, secrets management, or artifact integrity practices.
