Position Overview

We are seeking an accomplished Senior IT Program Manager / Enterprise Architect with 15+ years of experience leading large-scale Federal IT modernization and technology transformation initiatives. The ideal candidate will combine strong technical leadership, enterprise architecture, cloud modernization, cybersecurity, Agile/SAFe delivery, and program management expertise.

This role will provide strategic and technical leadership across complex federal technology programs, working closely with executive stakeholders, engineering teams, architects, cybersecurity professionals, and government customers.

Key Responsibilities
  • Lead enterprise-scale Federal IT modernization, cloud transformation, and technology programs from strategy through execution.
  • Develop and execute enterprise architecture strategies, technology roadmaps, and modernization plans.
  • Provide technical oversight across Azure Cloud, infrastructure, networks, cybersecurity, data, and system integration initiatives.
  • Lead multidisciplinary teams including cloud engineers, network engineers, cybersecurity engineers, infrastructure specialists, architects, and developers.
  • Manage program scope, schedule, budget, risks, dependencies, governance, and overall delivery.
  • Establish and maintain program governance, risk management, and continuous improvement frameworks.
  • Support Agile, Scrum, SAFe, Kanban, and ITIL-based delivery environments.
  • Lead architecture reviews, technical design sessions, system integration activities, and modernization planning.
  • Provide executive-level briefings, technical presentations, status reports, and strategic recommendations.
  • Partner with federal customers and senior leadership to translate mission requirements into scalable technology solutions.
  • Oversee cybersecurity architecture, infrastructure hardening, Identity & Access Management (IAM), and Zero Trust initiatives.
  • Develop CONOPS, technical documentation, architecture artifacts, proposals, and executive-level technical collateral.
  • Manage technical risks and ensure alignment with federal security, compliance, and operational requirements.
Required Qualifications
  • 15+ years of IT experience with significant experience supporting Federal Government IT programs.
  • Proven experience as an IT Program Manager, Technical Program Manager, Enterprise Architect, or Solution Architect.
  • Strong experience with enterprise architecture and IT modernization.
  • Hands-on understanding of Azure Cloud and cloud transformation.
  • Experience leading large, multidisciplinary technical teams.
  • Strong knowledge of cybersecurity architecture, IAM, Zero Trust, and infrastructure security.
  • Experience with Agile, Scrum, SAFe, and ITIL methodologies.
  • Strong program governance, risk management, and stakeholder management skills.
  • Excellent executive communication, technical documentation, and presentation skills.
  • Experience working directly with federal agencies, government stakeholders, and systems integrators.
