Job description

Summary The purpose of this classification is to implement and administer the Geographic Information System (GIS) and includes planning and organizing system development and operation, coordinating vendor contracts, providing technical expertise, and implementing systems, policies and procedures. Work is performed under the direction of the Chief Information Officer and/or Chief Technology Officer or Chief Information Security Officer. Essential Functions The following duties are normal for this classification.

Specific duties listed may not be required for all positions within this classification, but are determined by the normal requirements for the particular position.

Implements, administers and operates GIS systems including related software and hardware, plans and organizes GIS system operations and ensures efficient provision of GIS services to all internal and external GIS users Work with end users to identify needs and establish policies and procedures related to GIS system operation, designs, implements and maintains enterprise data models for GIS related data. Installs upgrades and administers GIS related software, works with vendors to identify and recommend GIS software system components, monitors licensing and use of software. Installs, configures and administers hardware components for GIS system including, but not limited to, servers, database engines, web servers, application servers, etc.

and will coordinate such activities with Chief Technology Officer and Chief Information Security Officer. Develops implements and maintains enterprise data models which define the structure and format of GIS data, develops and enforces policies to maintain the integrity of said data, manages and enforces data security with oversight of Chief Information Security Officer. Works with end users to define needs and requirements related to GIS technology and based upon needs may configure GIS software; develop GIS applications based on web or mobile technologies and otherwise work with end users to implement and support GIS related services.

Creates GIS related data sets and may also collect, convert and otherwise use or implement data sets from outside sources; publishes open data sets per City established policies and procedures. Uses programming languages and/or scripting languages to create GIS applications and to integrate GIS with existing applications; creates codes and maintains web or mobile based GIS solutions. Oversees the building and maintaining of the city's Geographic Information Systems (GIS); designs, creates, and administers geographic and relational databases containing spatial elements and other types of information, specifically: hydrography, typography, infrastructure, and political/legal boundaries; establishes, maintains, and updates links; converts geographical information into digital form for use with the GIS; evaluates and reviews outsourced projects including aerial photography and digital base mapping; prepares map data for departments.

Prepares systems documentation and operational procedures, such as design and security policies. Prepares and/or receives various forms, reports, correspondence, flow charts, or other documents; reviews, completes, processes, forwards, maintains and/or takes other action as appropriate. Provides education, training, information and assistance to users regarding GIS systems operations, procedures, problems, software functions, and other related issues.

Answers the telephone; provides information guidance and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls when necessary. Responds to questions, problems, and requests for information and assistance from employees, officials or other persons. Communicates with supervisor, co-workers, users, other departments and other individuals as needed to identify GIS needs, review options and costs, discuss work in progress, exchange information, resolve problems, ad provide operational support.

Acquires a thorough understanding of the functions, procedures, and workflow of City departments as they relate to GIS operations and related support. Maintains a working knowledge of a variety of operating systems and software programs to operate a computer in an efficient and effective manner. Maintains knowledge of automated mapping capabilities, information resource management methods and techniques, and geographic information processing systems.

Performs 24-hour service as required; provides assistance to other employees or departments as needed. Recommends policies and procedures that guide and support the provision of quality services by the department. Incorporates continuous quality improvement principles in day to day activities.

Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner. Must meet regular attendance requirements. Must be able to maintain good interpersonal relationships with staff, co-workers, managers and citizens.

Performs other related duties as required. Minimum Qualifications Bachelor's degree in Computer Science, Geography, Engineering, or related field is required; five years of experience with GIS design, implementation, management and/or project supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Certification as a GIS Professional (GISP) will be accepted in lieu of possessing a bachelor's degree in an unrelated field of study.

Must obtain and maintain certification as a GIS Professional (GISP) within two years of employment. Must possess and maintain a valid driver's license. Minimum Requirements to Perform Essential Job Functions The following requirements are normal for this classification.

EQUIPMENT, MACHINERY, TOOLS, and AND MATERIALS UTILIZATION: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments. VERBAL APTITUDE: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

MATHEMATICAL APTITUDE: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs. FUNCTIONAL REASONING: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. SITUATIONAL REASONING: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

PHYSICAL ABILITY: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). SENSORY REQUIREMENTS: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

ENVIRONMENTAL FACTORS: Essential functions are regularly performed without exposure to adverse environmental conditions.
