Job Title: Senior GIS Database Administrator Location: West Virginia Department of Transportation (WVDOT) About the Role The West Virginia Department of Transportation (WVDOT) is seeking a highly experienced Senior GIS Database Administrator to join our team on a temporary contract basis. In this leadership role, you will be responsible for the maintenance, management, and optimization of enterprise GIS database systems that support critical WVDOT operations. You will work with Esri ArcGIS Enterprise, ArcSDE, and relational database platforms while providing advanced technical assistance and ensuring enterprise-level scalability and disaster recovery readiness.

Key Responsibilities Maintain, manage, and optimize enterprise GIS database systems, including Esri ArcGIS Enterprise, ArcSDE, and relational database platforms such as Oracle, SQL Server, or PostgreSQL/PostGIS Provide connectivity between GIS applications and enterprise databases, including configuration of ArcGIS services, database connections, and integration with enterprise IT systems Provide advanced assistance to GIS analysts and programming staff in debugging stored procedures, spatial queries, geoprocessing scripts, triggers, and database functions Optimize spatial SQL execution for procedures, functions, packages, triggers, and geospatial queries to ensure high performance and scalability of GIS applications Utilize enterprise database backup functionality, including full and incremental backups, spatial database replication, disaster recovery planning, and database cloning for GIS environments Collaborate with project managers, business analysts, GIS analysts, application analysts, business policy staff, and workers Produce clear technical documentation and communicate effectively with both technical and non-technical audiences Mentor junior GIS database administrators and provide technical leadership across projects Requirements Required Qualifications Education (one of the following): Bachelor's degree in Computer Science, Geography, Geomatics, or a related field from an accredited institution, OR Minimum of five (5) years of equivalent work experience Note: A Master's degree is preferred Enterprise GIS Database Maintenance, Management & Optimization: Minimum of seven (7) years of experience with the maintenance, management, and optimization of enterprise GIS database systems, including Esri ArcGIS Enterprise, ArcSDE, and relational database platforms such as Oracle, SQL Server, or PostgreSQL/PostGIS GIS Database Connectivity & Enterprise Integration: Minimum of three (3) years of experience in providing connectivity between GIS applications and enterprise databases, including configuration of ArcGIS services, database connections, and integration with enterprise IT systems Advanced Debugging Assistance: Minimum of three (3) years of experience in providing advanced assistance to GIS analysts and programming staff in debugging stored procedures, spatial queries, geoprocessing scripts, triggers, and database functions Spatial SQL Optimization & Scalability: Minimum of three (3) years of experience in optimizing spatial SQL execution for procedures, functions, packages, triggers, and geospatial queries to ensure high performance and scalability of GIS applications Backup, Replication & Disaster Recovery: Minimum of three (3) years of experience in utilizing enterprise database backup functionality, including full and incremental backups, spatial database replication, disaster recovery planning, and database cloning for GIS environments Communication Skills: Excellent verbal and written communication skills, with demonstrated ability to work with project managers, business analysts, GIS analysts, application analysts, business policy staff, and workers Preferred Skills (Not Required but a Plus) Master's degree in Computer Science, Geography, Geomatics, or a related field Experience in transportation or government IT environments Esri Enterprise certification (e.g., Esri Technical Certification - Enterprise) Experience with ArcGIS Portal administration and enterprise deployment Familiarity with cloud-based GIS database platforms (AWS RDS, Azure Database for PostgreSQL) Knowledge of spatial data standards and metadata management (FGDC, NGDA) Experience with performance tuning for large-scale enterprise spatial databases Familiarity with high availability and failover configurations for GIS databases.
