Our Nuclear Services Division specializes in providing high-quality engineering, procurement, design, and project management for operating and new reactor clients, and partners with our other divisions to integrate nuclear design with electrical high-voltage, substations, switchyard, transmission line, and distribution design. Mesa Associates is seeking an Electrical/I&C Engineer to join our nuclear services team and contribute to the design, analysis, and construction of nuclear facilities. This is an opportunity to play a critical role in the engineering and design processes for commercial nuclear power generation. Must have direct experience with operating facilities digital and cyber security requirements related to control systems for nuclear reactors. Mesa's strategic growth strategy for our commercial nuclear division is to create a ready service pool of available staff to support proposals and projects in nuclear generation.

The position is hybrid working a minimum of 3 days in the office, typically Tuesday through Thursday, with the ability to work from home the remaining workdays. Candidates must be able to travel to plant sites when needed (approx. 6-8 days/month with ability to support longer durations).

Responsibilities

  • Oversee proposal developmental and guide other engineers in the development of deliverables for nuclear projects within the Electrical and Controls disciplines
  • Report to an assigned Project Engineer and Project Manager on multi-discipline proposals and projects and act as a Project Engineer for Electrical and I&C projects when required
  • Act as a technical point of contact for the customer, leading discipline specific engineering teams, and providing area expertise in development of industry standard design and calculations associated with design and construction of commercial nuclear modifications
  • Be responsible for working with other engineers and designers to prepare design change packages for modifications at operating nuclear plants and other associated nuclear facilities
  • Be proficient in preparation of engineering change packages (EC’s)
  • Prepare scoping documents and proposals to determine extent of modifications required, preparing cost estimates for engineering/design activities for Electrical and I&C
  • Conduct field walkdowns to determine existing configuration of plant structures, systems, and components
  • Oversee and develop technical engineering designs, schematics, wiring diagrams, and settings for high voltage generator systems, step-up/auxiliary transformers, protective relays, and control schemes.
  • Act as the senior PE of record where required, reviewing and stamping electrical design packages, calculations, and evaluations; oversee proposal development and guide junior engineers within the Electrical and I&C disciplines.

Competencies

  • Hold an active Professional Engineering (PE) license and demonstrate senior-level design engineering experience with high-voltage generators, transformers, protection relaying, and commercial nuclear sites.
  • Possess deep technical knowledge of protection and control schemes, including line protection, breaker control, transformer generator differential, and overcurrent protection, as well as associated communication protocols.
  • Must have design engineering experience associated with commercial nuclear sites
  • Possess the ability to interpret codes, regulations, IEEE/ANSI standards, and industry practices for High-Voltage electrical engineering.
  • Be able to demonstrate adaptability; must be proficient in identifying, troubleshooting, and resolving issues within a nuclear power plant environment
  • Have effective oral and written communication skills (includes technical writing)
  • Possess excellent communication skills and ability to interface with customers and internal team members under a matrixed organization

Education/Experience/Licensure

  • Bachelor of Science degree in Electrical or Controls Engineering from an accredited university (required)
  • Master of Science or other advanced degree in engineering (preferred)
  • PE registration (required)
  • Extensive experience in high-voltage generator and transformer design, sizing, integration, and electrical power systems
  • Experience with digital relaying, protection systems, and relay coordination, specifically utilizing Schweitzer Engineering Laboratories(SEL) relays such as SEL-411L and SEL-451 (required)
  • Minimum of 8 years’ experience in design and 4 years’ experience in design of modifications in nuclear (DOE or commercial) plants
  • Experience working with multiple operating nuclear clients and vendors (highly preferred)
  • On-site and past unescorted access (highly preferred) or ability to obtain unescorted access at an operating or construction nuclear plant (required)
  • Experience with Industry Standard Design Procedure IP-ENG-001 (required)
  • Knowledgeable of Industry Standard Digital Design Engineering NISP-EN-04 (required)
  • Machine design experience (preferred)

A strong background in commercial nuclear design and developing engineering competencies is required.
