Job description

SAIC is seeking a Senior Financial Analyst to provide support to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) with all phases of the DoW Planning, Programming, Budgeting, and Execution (PPBE) process. Candidates must have experience supporting Senior Financial Management / Budget Execution, with experience with acquisition and PPBE processes at the DoW or Service Component Headquarters level. 

This position is full-time onsite at the Mark Center in Alexandria, VA.

Responsibilities include:

  • Assist OUSW(R&E) in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).
  • Prepare analysis and evaluation of the effectiveness of programs and operations, and analyst financial and budgetary trends.
  • Prepare documents and briefings for review and use by DoW leadership.
  • Review required funding documentation for approved R&E projects.
  • Monitor and support DoW program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
  • Assist in preparation of required documentation to support the DoW PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and support documentation for Program Decision Memorandum.
  • Prepare and participate in Mid-Year Reviews and other PPBE meetings as required.
  • Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures.
  • Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.
  • Assist in preparing audit readiness and associated documentation.
  • Execute and follow-up on all budgetary data calls.

Required Qualifications:

  • U.S. citizenship.
  • Active SECRET clearance. TS/SCI preferred.
  • Bachelors degree in accounting, business management, or finance and at least ten (10) years of experience; OR Masters and eight (8) years of experience.
  • Experience supporting senior financial management and budget execution.
  • Experience leading and directing a diverse team to high performance outcomes.
  • Proficient in Microsoft Office to include PowerPoint, Work, Access, and Excel.
  • Strong written and oral communication skills.
  • Knowledge of funding execution processes, DoW organization, and structure (particularly R&D structure of the Office of the Secretary of War, Military Services, and Combatant Commands).
  • Strong leadership competencies including advanced interpersonal skills with experience in leading teams and fostering collaboration to achieve operational excellence and alignment with customer and organizational goals.
