Summary
This Senior Executive Service position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Response and Recovery, in Washington, DC.
The Director, Individual Assistance Division is responsible for developing, managing, directing, and evaluating all Division programs and activities; overseeing the development and administration of policies and procedures and ensuring accountability for all work of the Division.

The Director, Individual Assistance Division (IAD) serves as the principal advisor to the Assistant Administrator and Deputy Assistant Administrator for Recovery on the development and maintenance of program policies and procedures, and analyzes the capabilities and resources needed for pending and on-going recovery issues as they relate to the provision of the Individual Assistance program.
In addition, ensures coordination across state, tribal, territorial, and local governments, federal partners, and voluntary and non-governmental organizations to support the delivery of disaster recovery assistance and services. The incumbent represents a highly visible program to the Directorate, Agency, Department, Administration, Congress, citizens, and other external stakeholders involved in disasters. This position reports to the Deputy Assistant Administrator for Recovery.
Primary Duties
  • Develops and maintains Individual Assistance programs, policies, and partnerships including, but not limited to: the National Processing Service Centers; the Individual and Households Program; Other Needs Assistance; the Crisis Counseling and Training Program; the Disaster Unemployment Assistance Program; the Disaster Case Management Program; the Emergency Food and Shelter Program; the Disaster Legal Services Program; Emergency Support Function (ESF) #6 agencies and activities under the National Response Framework; coordination with voluntary agencies; and donations management.
  • Manages and coordinates various programs and services in order to meet individual disaster survivor needs. Programs and services may either be delivered directly by FEMA to the individual or delivered in coordination with other Federal Agencies and state and local partners through Emergency Support Function #6 of the National Response Framework. These programs and services include but are not limited to: mass care and emergency assistance, special access and functional needs, sheltering and feeding, family reunification; national registration and helpline capability; and processing services of disaster applications.
  • Provides support to FEMA's Regional Offices and disaster field offices to ensure the timely delivery of Individual Assistance programs, services and recovery assistance to disaster survivors.
  • Responsible for the oversight, policy and procedural development, and coordination of the many provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 44 Code of Federal Regulations Emergency Management and Assistance, the Post Katrina Emergency Management Reform Act and related authorities.
  • Continuously analyzes and recommends changes to policy in order to increase program efficiency and responsiveness. Continuously evaluates the effectiveness of Individual Assistance programs and systems based on feedback from customers and develops enhancements to improve service delivery and reduce operating costs.
  • Directs and manages the staff of the Individual Assistance Division, including the geographically dispersed National Processing Service Centers and call center services. Determines staffing needs, develops plans for organizational change, determines resource requirements and the proper allocation of resources.
  • Delegates authority to subordinate supervisors and holds them accountable for performance within their areas. Provides leadership in setting the workforce's expected performance levels commensurate with Agency and organization strategic plan objectives and is responsible for achieving program goals and initiatives.
  • Develops program management plans to support multiple simultaneous events of catastrophic size to include any necessary overhaul of the surge staffing system to permit faster and significantly more extensive organizational expansion. Assist in the coordination of disaster recovery efforts for long-term community and economic recovery for localities and states in which such events occur.
  • Coordinates the delivery of disaster recovery assistance from voluntary agencies during disaster operations, and supports recovery planning, exercising and readiness of the voluntary agency community and at the National level.
  • Maintains the capability to provide housing resources for disaster survivors and develops plans to provide temporary housing for an unprecedented number of survivors following a catastrophic event.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated knowledge and ability to establish, adapt, and continually examine program regulations, policies, and performance to implement an organization's mission, strategic goals, and vision. Demonstrated management-level experience leading teams in the development, communication, and execution of a strategic vision or plan that changes business processes, service standards, or program delivery models.
TQ 2: Demonstrated management level experience leading and growing a diverse and complex organization and ensuring human and financial resource strategies address the organization's operational needs and strategic goals. Demonstrated ability to establish partnerships, increase collaboration and effect improved outcomes for customers together with senior executives from across the federal, private and public sector.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the (5) ECQs in your resume. This is a Non-Bargaining Unit position.
Veteran's Preference does not apply to the Senior Executive Service.
All candidates must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time. If selected, you will be subject to 24-hour on-call in the event of an emergency. In this event, this service may include duties other than those specified in the official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top-Secret w/Sensitive Compartmented Information (TS/SCI).
Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
