Overview
Young Management & Consulting (YMC) is seeking a Project Controls Engineer to support electric utility infrastructure projects. This role is targeted at a Senior-level / Grade 6 candidate. While consideration may be given to candidates slightly below that level, the individual must demonstrate a strong, well-rounded background in project controls, financial tracking, and utility project execution.
We are looking for someone who excels in planning, tracking, and reporting on project cost, schedule, and performance. The ideal candidate will provide analytical and administrative support to project managers, construction teams, and financial stakeholders to ensure projects remain on budget, on schedule, and within defined scope.

Key ResponsibilitiesFinancial & Cost Management
  • Lead cash flow management activities for capital and O&M utility projects.
  • Develop and maintain project forecasts, ensuring alignment with budget, schedule, and scope.
  • Manage and process accruals and ensure accurate monthly financial reporting.
  • Conduct variance analysis and explain deviations down to detailed WBS/task levels.
  • Review and validate cost estimates to ensure forecast integrity and alignment with baseline.
  • Identify risks and opportunities affecting project cost and cash flow.
  • Support month-end close, cost reporting cycles, and financial re-alignments with finance partners.

Project Planning & Controls
  • Support development of annual business plans and fiscal-year project financial outlooks.
  • Monitor progress, earned value, and performance to support proactive adjustments.
  • Ensure integration of cost and schedule data across project teams.
  • Provide analytical support during change orders, budget shifts, and scope modifications.
  • Develop and track KPIs for cost, productivity, and performance measurement.

Stakeholder Interface & Reporting
  • Collaborate with Project Management, Engineering, Construction, and Finance teams to align planning activities with field execution.
  • Present performance updates and forecasts to Division leadership and Project Controls stakeholders.
  • Translate complex financial and project performance data into clear, actionable insights.
  • Support audit requests, documentation controls, and compliance reviews.

Qualifications & Experience
  • Education: Bachelor's degree in Engineering, Construction Management, Finance, Business, or equivalent experience.
  • Experience:
  • 15+ years of hands-on Project Controls experience supporting electric or gas utility projects.
  • Both field and home office experience strongly preferred.
  • Demonstrated success managing financial controls across multi-phase capital project portfolios.
  • Technical Skills:
  • Advanced Excel (Power Query, Pivot Tables, VLOOKUPs, macros preferred).
  • Experience with SAP, Primavera P6, Power BI, Oracle Unifier, or comparable systems.
  • Strong understanding of project accounting and utility financial frameworks.
