Purpose

Serve as liaison in the interface between the design team and projectโ€™s construction teams (owner, contractor, construction manager, civil engineering and/or survey teams). Oversee and direct construction projects from conception to completion while ensuring compliance with building and safety regulations, and review projects in-depth to schedule deliverables and estimate costs.


Responsibilities

Leadership and Directionย ย ย 

  • Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution.ย  Manage people and processes to ensure effective execution.ย  Review work produced by staff for quality assurance.

At the Operational and Company Levelย ย ย 

  • Directly interact with clientsโ€™ representatives to negotiate work plans, administer construction contract terms and conditions, resolve field issues, and provide management system reporting as needed by clients.ย 
  • Assist with the marketing of the firmโ€™s capabilities to establish new clients and enhance relationships with existing clients.ย 
  • Coordinate with other internal departments to meet project requirements.ย ย 

Do the Workย ย ย 

  • Responsible for budgeting, organization, implementation, and scheduling.ย 
  • Coordinate with engineers and other design professionals.ย  Consult regarding modifications to plans and specifications.ย 
  • Coordinate the work of the development team and monitor the development process by attending and documenting regular project design and construction site meetings.ย 
  • Oversee the monitoring of utility, transportation, and other civil construction projects from conception to completion.ย 
  • Evaluate project constructability and construction cost feasibility through document reviewย and design team interaction.ย 
  • Perform, coordinate, and direct the observation and inspection of civil construction projects.ย 
  • Make recommendations to the owner regarding conformance with the project requirements.ย  Should exceptions or deviations be observed, recommend corrective action.ย 
  • Evaluate proposed change orders from contractor for appropriate changes in scope, schedule, and pricing.ย 
  • Review the work progress of staff daily.ย 
  • Prepare internal and external reports pertaining to job status.
  • Coordinate and direct construction workers and subcontractors.
  • Select tools, materials and equipment and track inventory.
  • Meet contractual conditions of performance.
  • Review the work progress on daily basis.
  • Plan ahead to prevent problems and resolve any emerging ones.
  • Negotiate terms of agreements, draft contracts and obtain permits and licenses.
  • Analyze, manage, and mitigate risks.
  • Ensure quality construction standards and the use of proper construction techniques.
  • Prepare and oversee the preparation of construction cost estimates, bid packages, and recommendations of construction contract award.ย 
  • Review plans and other documents for constructability and value engineering considerations.ย 
  • Evaluate project constructability and construction cost feasibility through document reviewย and design team interaction.ย ย 
  • Assist owner to secure all necessary public approvals, permits, and public utility hookups forย the project.ย ย 
  • Review the contractorโ€™s cost estimates, change orders, and applications for payment, makingย recommendations for approval or revision, as necessary.ย ย 
  • Provide on-site observation of the quality and progress of the work and ensure that the generalย contractorโ€™s submittals and requests for information are addressed in a timely manner.ย ย 
  • Assist owner in complying with reporting requirements of project financing sources.ย ย

  • Bachelor's degree in civil engineering, construction management, architecture, OR a minimum of five (5) yearsโ€™ experience in related fields with certifications and specified training in lieu of degree.ย 
  • Professional Engineering license required.ย 
  • Fifteen or more (15) years of experience in utility, transportation, real estate development, water / wastewater, mining, or other civil construction projects.ย ย  At least five (5) years of supervisory experience and experience managing projects during construction phase required.
  • Experience in engineering and construction management consulting industry and construction contracting is highly desirable.ย 
  • Proven experience and expertise in construction administration or construction management.ย 
  • Thorough knowledge of building products, construction details and relevant rules, regulations, and quality standards.ย ย ย 
  • Professional level knowledge of construction business practices, including permitting, zoning, environmental testing and abatement, and construction and architectural contracts.ย 
  • Knowledge of CPM Scheduling.
  • LEED accreditation or evidence of comprehensive training in sustainable design and construction is preferred.
  • Valid state driverโ€™s license and ability to pass a motor vehicle check.
