Overview: The National Institutes of Health (NIH), Office of the Director (OD), requires the continued services of a Part-Time Senior Advisor (25 hours/week) to support the Environmental influences on Child Health Outcomes (ECHO) Program.

Background Information and Objective:

The ECHO Program advances federal child health priorities through cross-sector collaboration, partnership development, and compliance with legislative mandates including the Children's Health Act of 2000 (H.R. 4365) and the National Pediatric Research Network Act of 2013.

Objectives:

  • Provide senior-level strategic and operational advisory support to assist Government leadership in ensuring program resources align with mission-critical needs and scientific activities meet established performance standards.

  • Advise Government staff on compliance with applicable federal transparency, reporting, and data-sharing requirements, including the FDA Modernization Act, the Open Government Data Act of 2018, and the NIH Public Access Policy.

  • Provide senior-level guidance on data governance and privacy protections for sensitive personal health information, ensuring adherence to HIPAA and the National Pediatric Research Network Act's privacy provisions.

  • Provide senior-level advisory support for strategic engagement with partners across research, programmatic, and community stakeholders to strengthen program credibility and support early risk identification.

Requirements:

  • Master's degree in a related field

  • Three (3) years of specialized experience; a Bachelor's degree plus additional specialized experience is equivalent to a Master's degree, per Government determination
