We are seeking a versatile Senior Business Analyst who can independently lead small to mid-sized projects and complex workstreams from concept through delivery. This role requires a strong combination of analytical thinking, business acumen, technical curiosity, and delivery discipline, along with the ability to translate ambiguous ideas into clear, actionable solutions. The ideal candidate is a self-starter, quick learner, and collaborative partner who can facilitate decisions, manage competing priorities, and work effectively across business stakeholders, engineering teams, and clients to deliver high-quality results.
The Senior Business Analyst supports work across the software development lifecycle, translating business needs and system data into effective technology solutions and meaningful business intelligence. This role contributes to IT projects supporting energy efficiency initiatives, leads requirements and process-improvement activities, and partners closely with ICF subject matter experts, delivery teams, and clients to execute project objectives.
You may be required to participate in periodic drug testing and background checks.

What you will be doing:
  • Support all phases of the software development lifecycle, including discovery, requirements gathering, solution design, testing, implementation, and post-launch validation for tools that support energy efficiency program tracking and reporting.
  • Independently lead requirements and analysis workstreams, facilitating workshops and stakeholder discussions to clarify objectives, resolve ambiguity, document decisions, and drive work toward delivery.
  • Document current-state and future-state processes and recommend technology-enabled improvements by identifying risks, gaps, dependencies, issues, controls, and automation opportunities.
  • Translate business needs into structured project plans, requirements specifications, process flows, data mappings, use cases, acceptance criteria, and actionable user stories.
  • Collaborate with senior technologists, developers, reporting teams, project managers, and other cross-functional partners to deliver integrated client solutions.
  • Analyze datasets using Excel, SQL, Power BI, or related tools to identify trends, anomalies, root causes, and business insights; validate data quality and recommend practical actions.
  • Proactively track risks, issues, assumptions, decisions, dependencies, milestones, and action items; communicate impacts and escalate concerns appropriately.
  • Develop clear system and process documentation and support end users through training, knowledge transfer, and individualized technical assistance.
  • Provide guidance and mentorship to other analysts, share effective practices, and contribute to consistent, audit-ready delivery standards.

What we need you to have (minimum qualifications):
  • Bachelor's degree in business, information systems, computer science, or a related field (applicants can substitute one year of related experience for one year of education)
  • 5+ years of experience working in a Business Analyst or similar role supporting data-driven or technical systems, with a focus on requirements gathering, stakeholder collaboration, and translating business needs into technical solutions
  • 2+ years of experience prioritizing multiple projects to meet goals, deliverables, and time sensitive assignments and deadlines
  • Strong proficiency with Microsoft Office applications, including advanced Excel skills
  • Must be able to pass a background check drug screening.

What we would like you to have:
  • Experience in or exposure to the utility, energy, demand response, and/or energy efficiency sectors.
  • Experience with issue tracking, collaboration, and project management tools such as Jira, Azure DevOps, SharePoint, Microsoft Teams, Visio, or MS Project.
  • Strong customer service orientation, project planning capability, organizational skills, and ability to balance multiple projects, deliverables, and deadlines.
  • Ability to communicate technical concepts to business audiences and business needs to technical teams, while constructively challenging assumptions and building alignment.
  • Ability to work independently, exercise sound judgment, manage competing priorities, and deliver high-quality work in an environment with evolving requirements.
  • Strong requirements elicitation, workshop facilitation, process analysis, problem-solving, and written and verbal communication skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$81,499.00 - $138,549.00
