Job Description:

The Nebraska Department of Health and Human Services is looking for an IT Applications Developer/Senior for EDI/translator. This position is a Senior Developer position that is located on the Medicaid Management Information System (MMIS) EDI Platform development team. The translator development team enhances and maintains the Edifecs XEngine EDI Platform applications. The Edifecs XEngine applications are server based middleware that interface with a custom trading partner enrollment and authentication system, as well as validate and translate X12 HIPAA EDI transactions between trading partners and the MMIS system. Business and technical contract and full-time State team members are organized to perform application development, database administration, configuration management and application and production support. This position will be a senior technical member of the team that supports the application.
This is a full-time/permanent on-site role in Lincoln, Nebraska. Not eligible to be a contracted position.

Examples of Work

Under limited supervision, responsible for:

  • All phases of software development, configuration, integration, connectivity and testing activities related to the application in a large-scale IT environment including server applications. Tools used are but not limited to MS SQL Server, DB2, ODBC, UDB, XEngine, XEServer, EAM, TM, TPM, Tableau, and MQ.
  • Software development activities including requirements gathering, analysis, functional and technical design, construction and testing, implementation, and production support.
  • Working closely with business analysts, other technical analysts, managers, and business sponsors.

Requirements/Qualifications

Minimum Qualifications: A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis.

Preferred Qualifications: Preference will be given to those candidates possessing one or more of the following: (1)Two or more years' experience working as part of a software development team using structured procedures and guidelines (2) Experience with Edifecs XEngine applications (3) Two or more years' experience working with the X12 HIPAA transaction set (4) Two or more years' experience working with servers, including installation and upgrades (5) Strong Java development skills including work with JMS, transacted databases (JDBC/ODBC) and Windows platforms. (6) Experience with the following development / testing tools: SOAP UI, MIME.

Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote/hybrid work.


Knowledge, Skills, Abilities

Knowledge of: software development principles and methods in a server environment; software system testing procedures; system documentation; system analysis and design; logical/physical database design, database management principles and methodologies.

Skills in: Systems analysis and design; computer programming; database design; troubleshooting and debugging large and complex computer applications; server based application development, excellent written and verbal communication skills. Strong organization, planning, problem-solving, and decision-making skills. Desire and ability to learn and learn quickly.

Ability to: Formulate ideas into functioning computer applications, initiate and recognize areas which would benefit from a computer application; code, debug, test and document computer programs, write clear understandable program code, design and code complex algorithms, maintain and modify existing computer applications; organize, plan and prioritize work under pressure of deadlines; work effectively in a team environment, work with project participants and other stakeholders to gather system requirements, communicate computer concepts to those unfamiliar with computer terminology; provide guidance to less experienced coworkers in solving programming problems; show initiative and demonstrate good judgment, work directly with various levels of business and technical team members, provide service.
