Primary Function
We are seeking a detail-oriented self-starting individual to join our team as a Program Support Specialist. Program Support Specialists play a vital role in ensuring the efficient operation of government programs and related logistics support activities. This position involves managing cataloging, tracking shipments, facilitating communication among stakeholders, and adhering to a multitude of government directives, regulations, and policies. As a COMSEC Alternate Account Manager, the position will entail management and safeguarding classified and unclassified Communications Security (COMSEC) materials, equipment, and cryptographic keying materials (KEYMAT) in support of U.S. Department of Defense (DoD) and overseas operation.
Essential Duties
  • NSA Appointed Alternate COMSEC Account Manager accountable for COMSEC cryptographic devices, keying material, and related equipment in a DIAS COMSEC account.
  • Facilitate NSA bi-annual 100% COMSEC Inventories
  • Limit and control access to COMSEC materials to individuals with a valid need-to-know and clearance.
  • Ability to travel and attend Program Team conferences
  • Capable of collating data, developing presentations, generating easily digestible reports, and confidently briefing program material
  • Capable of working under only general direction. Independently determines and develops solutions.
  • Ensure accurate and timely catalog entries for equipment, materials, and supplies.
  • Facilitate changes to Standard Equipment Groups (SEG) codes as needed.
  • Maintain consistency and compliance with coding standards Monitor and Enterprise Logistics Management System (ELMS) due-in items.
  • Communicate with relevant parties to expedite receipt and processing.
  • Manage work in progress (WIP) inventory.
  • Coordinate with internal and external teams to optimize workflow.
  • Oversee the movement of materials within the organization.
  • Ensure accurate documentation and timely delivery.
  • Coordinate outbound shipments to various locations (CONUS and OCONUS).
  • Maintain records and track shipments to completion.
  • Closely monitor inventory accountability with zero acceptable loss
  • Identification and subsequent proper handling of controlled material
  • Ability to facilitate investigative reports as required on the improper handling of controlled material
  • Monitor and report on program status
  • Other duties as assigned by leader

Desired Knowledge, Skills & Abilities
  • Ability to maintain accuracy and precision in inventory management tasks, including data entry, record-keeping, and inventory audits. Logistics and Supply Chain Management:
  • Certifications: DoD 8140.03 IAT Level II or higher, NSA COMSEC course completion, and relevant vendor or computing environment certifications
  • Familiarity with: NSA directives, CNSSI 4001/4003/4004.1/4005, AFMAN 17-1302, NISPOM, and COMSEC equipment/programs such as SKL or SOF IAPP
  • Knowledge or capability to learn NSA Key generation, control, and destruction methodologies
  • Knowledge of logistics principles, supply chain processes, and inventory management techniques.
  • Understanding of warehouse operations, transportation logistics, and distribution channels.
  • Strong verbal and written communication skills to effectively interact with stakeholders at all levels.
  • Ability to convey complex information clearly and concisely.
  • Proficiency in data analysis and interpretation to identify trends, patterns, and discrepancies.
  • Ability to gather, evaluate, and synthesize technical and statistical information.
  • Capacity to identify issues, analyze root causes, and propose practical solutions.
  • Aptitude for troubleshooting operational challenges and implementing corrective actions.
  • High level of accuracy and precision in cataloging, documentation, and record-keeping.
  • Ability to identify errors and discrepancies in data and take appropriate corrective measures.
  • Strong organizational skills to manage multiple tasks, prioritize responsibilities, and meet deadlines.
  • Ability to coordinate and execute various projects simultaneously.
  • Provide formal and informal training to educate

Required Qualifications
  • Bachelor's degree in logistics, supply chain management, business administration, or a related field.
  • Minimum of 4 years of experience in inventory management, inventory analysis, or related roles, preferably in a 3PL environment.
  • Proficiency in inventory management software and systems, such as ELMS, SAP, GOLDesp, DIAS, and SIMS.
  • Proven experience in logistics operations, program management, or a similar role.
  • Strong understanding of inventory management principles and practices.
  • Proficiency in Microsoft Office Suite and inventory management software.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Attention to detail and accuracy in data entry and analysis.
  • Knowledge of government procurement regulations and standards is preferred.
  • Proficient dealings with the PCLs and handling of controlled material
  • Must be able to pass a drug test, and have, or be able to obtain, a DoD National Agency Check Investigation (NACI) Interim Top Secret Security Clearance within 180 days from date of hire.
