This position requires U.S. citizenship and local residency in the Livermore, CA area. Due to Sandia National Laboratories' security requirements, all candidates must be able to pass a federal background investigation and obtain site access credentials.

Lead the on-site execution of a landmark federal construction program, delivering both new mission-critical facilities and extensive underground utility infrastructure for one of the nation's premier national laboratories.

PTS Data Center Solutions, Inc. is seeking a Project Manager to lead on-site execution of the SWIC/WUC construction program at Sandia National Laboratories in Livermore, CA. The program is executed as a single, integrated project in the field, while being tracked as two separate projects — SWIC and WUC. Scope includes ground-up new building construction and an extensive underground utility infrastructure program.

As the General Contractor's full-time, on-site administrative and contractual leader, you will hold authorization and control over all project activities, serving as the single point of contact between the Owner's Representative and the GC for all administrative aspects of the project. You must possess sufficient technical knowledge and experience to lead the installation team, and this assignment will not change for the duration of the project.

At PTS Data Center Solutions, you will work alongside industry leaders on advanced mission-critical and federal infrastructure projects. This is an opportunity to take full ownership of a high-profile, federally secured construction program while contributing to a growing organization built on innovation, accountability, and teamwork.

Essential Duties May Include

  • Serve as the GC's primary administrative and technical point of contact with Sandia National Laboratories, the Owner's Representative, and Design Consultant throughout pre-construction, procurement, construction, and closeout for both the SWIC and WUC scopes.
  • Develop and maintain the overall project schedule (CPM/Gantt in MS Project or P6) with regular updates to the Owner and Owner's Representative; integrate long-lead equipment, work packages, vendors, inspections, and commissioning across both building and underground utility scopes.
  • Manage the Master Project Budget on a fully transparent, open-book basis, tracked separately for SWIC and WUC for accounting purposes even though the work is executed as a single, integrated project in the field; deliver monthly cost reports, GMP tracking (when applicable), and procurement/buyout status.
  • Lead constructability reviews at 30%, 60%, 90%, and 100% design milestones; deliver AACE Class 4/3/2 cost estimates during the Design Phase as required.
  • Develop and execute the procurement strategy and trade buyout plan, including underground utility subcontractors and ground-up building trades; structure first-tier subcontracts so the Owner can step into the contract on GC termination, with all prime T&Cs and insurance requirements passed down.
  • Ensure compliance with applicable federal contracting requirements, including prevailing wage (Davis-Bacon) rate notification and certified payroll, and any small business subcontracting plan requirements for the project.
  • Schedule, attend, and document weekly job meetings with the Owner, Owner's Representative, and stakeholders; issue minutes (a condition of payment).
  • Coordinate organization and delivery of all correspondence between the GC and the Owner's Representative — submittals, RFIs, RFPs, and change orders — via Procore.
  • Review, price, negotiate, and process change orders with subcontractors; maintain change management log.
  • Drive monthly billing in AIA G702 format with required certified payroll, apprenticeship documentation (where applicable), lien waivers, and Schedule of Values discipline.
  • Coordinate with Sandia and the Owner's Representative on secured-site access, equipment shutdowns, and facility interruptions in accordance with federal laboratory security protocols.
  • Manage record document compilation, O&M manuals, warranties, training, commissioning coordination, and closeout/true-up reconciliation across both SWIC and WUC scopes.
  • Oversee execution of both ground-up new building construction and large-scale underground utility infrastructure work, coordinating multiple trades across concurrent scopes.
  • Support compliance with Sandia National Laboratories site security, access control, and safety protocols at all times.
  • Be reachable 24/7 via GC-provided mobile device for the duration of construction.

Required

  • Bachelor's degree in Construction Management, Civil/Mechanical/Electrical Engineering, Architecture, or related field (extensive equivalent experience considered in lieu).
  • Minimum 10–15 years of progressive construction project management experience, with at least 5 years as lead PM on projects of comparable scale and complexity.
  • Demonstrated experience leading at least one (1) project of $75M+ in installed construction value.
  • Underground utility construction experience (Required), this program includes an extensive underground utility scope (WUC).
  • Demonstrated experience managing multiple trades, project financials, scheduling, coordination, and overall execution on a large-scale construction project.
  • U.S. citizenship (Required) — mandated by Sandia National Laboratories' security requirements.
  • Local to the Livermore, CA area (Required) — this is a full-time, on-site role with no remote or hybrid option.
  • Ability to obtain and maintain site access credentials for Sandia National Laboratories, including passing a federal background investigation.
  • OSHA 30-Hour Construction certification (current).
  • Proficiency with Procore, Microsoft Project and/or Primavera P6, Bluebeam, Microsoft Excel (advanced), and AIA G702/G703.
  • Experience managing change management, GMP development and reconciliation, and open-book cost reporting under a CM-at-Risk, Progressive CMAR, or lump-sum GC delivery model.
  • Valid driver's license.

Preferred

  • Experience with ground-up new building construction and large-scale utility infrastructure projects.
  • Prior PM experience on a federal, government, or secured-campus construction project.
  • Mission-critical, data center, hyperscale, or large institutional/higher-ed project experience.
  • Active professional certifications: CCM (CMAA), PMP, DBIA, or LEED AP.
  • Familiarity with federal contracting compliance requirements (e.g., Davis-Bacon prevailing wage, small business subcontracting plans).

Schedule & Flexibility

This is a full-time, on-site role based at the Sandia National Laboratories campus in Livermore, CA, overseeing both the SWIC and WUC scopes of the program. Standard 40+ hour work week, with extended hours and 24/7 reachability required during critical sequences and emergencies. Periodic travel for design reviews, owner meetings, and procurement may be required. This role requires daily access to a secured federal campus and is not eligible for remote or hybrid work.
