Job description

We are seeking an experienced IT Project Manager / Project Lead to drive enterprise software procurement, implementation, and legacy modernization initiatives for the South Carolina Housing Finance and Development Authority (SC Housing). This role provides project leadership across core agency platforms, including Mortgage Servicing & Production systems, Development & Compliance Monitoring solutions, Contract Administration tools, and agency-wide Business Continuity/Facilities planning.

  • Client: South Carolina Housing Finance and Development Authority (SC Housing)
  • Location: Columbia, SC 29210 (300 C Outlet Pointe Blvd)
  • Work Arrangement: Fully Onsite (100% Onsite; current SC residents only, no relocation allowed)
  • Role Type: Contract (09/28/2026 – 09/28/2027, extension possible)
  • Interview Process: 1 Round of Onsite Interviews in Columbia, SC (Targeting 09/14/2026)

Key Responsibilities

  • End-to-End Project Delivery: Direct the full lifecycle—solicitation, vendor selection, contract negotiation, platform implementation, data migration, and legacy sunsetting—for enterprise financial and housing applications.
  • Hybrid Project Leadership: Apply Waterfall and Agile methodologies (Scrum/Kanban) to control project scope, risk, schedule, and resource allocations.
  • Portfolio & Roadmap Strategy: Manage parallel IT projects (e.g., Mortgage Servicing/Production technology, Compliance Monitoring, Contract Administration) and align technical deliverables with agency objectives.
  • Governance & Documentation: Author and maintain comprehensive project management artifacts, status dashboards, budget forecasts, and risk mitigation logs.
  • Stakeholder Management: Facilitate regular status meetings with technical teams, external vendors, and agency executives to ensure clear communication and alignment.

Required Skills & Qualifications

  • IT Project Management: 5+ years of experience leading complex IT software delivery, system integration, and legacy modernization initiatives.
  • Hybrid Methodologies: 3+ years of hands-on experience utilizing both Agile and Waterfall project management frameworks.
  • Project Governance Controls: 3+ years of experience in Strategic Planning/Roadmapping, Risk Management, Resource Allocation, Change Management, and Budget Planning.
  • Education: Bachelor's degree in Information Technology, Business Management, or a related technical field.
  • Certifications: PMP, PMI-ACP, or CSM active certification (or actively in the process of obtaining).
  • Residency Constraint: Must be a CURRENT South Carolina resident and available for 100% onsite work in Columbia, SC.

Preferred Qualifications

  • Domain Knowledge: Understanding of mortgage servicing/production, public sector financial/accounting principles, or contract administration systems.
  • Process Excellence: Demonstrated success in process improvement and organizational change enablement.
