Job description

The Engineering & Integration (E&I) Manager provides technical leadership and management for advanced Command, Control, Communications, Computers, and Intelligence (C4I) systems supporting U.S. Customs and Border Protection Air and Marine Operations. This role is responsible for directing engineering, software development, system integration, and modernization efforts for the Air and Marine Operations Surveillance System (AMOSS) and associated ISR and telecommunications systems. The E&I Manager works on-site at the AMOC and serves as a key technical authority coordinating engineering activities with Government stakeholders, ensuring system reliability, security compliance, and continuous operational enhancement. Responsibilities Engineering Leadership & Integration * Manage and direct the advanced C4I engineering and integration team supporting AMOSS and related systems.
* Evaluate, analyze, redesign, and enhance C4I user interfaces and system functionality.
* Oversee the development, maintenance, and integration of C4I ancillary systems.
* Lead system architecture improvements, modernization initiatives, and capability expansions.Software Development & Systems Engineering * Oversee design and enhancement of air and maritime movement data systems.
* Direct software development and modification using C and C++, including integration of sensor inputs and surveillance data.
* Support development using GIMP Tool Kit (GTK) and Google Protocol Buffers.
* Ensure proper documentation and version control of system source code and technical artifacts.Configuration & Documentation * Oversee and verify system wiring diagrams, data flow drawings, and "as-built" technical documentation.
* Assist in updating and maintaining Maintenance Manuals and required contract documentation.
* Ensure compliance with configuration management policies, Change Request (CR) processes, and Agile development practices.Collaboration & Government Interface * Represent the contractor at technical and engineering meetings.
* Coordinate directly with the AMOC Systems Program Manager, COR, and Government engineering staff.
* Support testing, system acceptance, and deployment activities in operational and test environments.Security & Compliance * Ensure engineering activities comply with DHS and CBP security policies, including DHS 4300A and NIST standards.
* Support system hardening, secure configurations, and Authority to Operate (ATO) requirements.
* Participate in security assessments, audits, and accreditation activities as required. Qualifications * Must be U.S. Citizen
* Secret Clearance Required
* Bachelor's degree in Engineering, Computer Science, or a related technical field (Master's degree preferred).
* Minimum of 10 years of experience in:
* Engineering and integration of C4I, surveillance, or mission-critical systems.
* Software development and system enhancement using C and C++.
* Designing and enhancing air and maritime movement data systems.
* Supervisory or management roles in engineering, communications, and/or computer-related fields.
* Strong knowledge of:
* C4I systems architecture and integration
* Sensor data processing and surveillance systems
* User interface development using GTK
* Google Protocol Buffers
* System documentation and technical drawing verification
