Job Description Summary:

The Manager, Special Security Programs supervises a team of security professionals ranging from security coordinator, ACSSOs and CSSOs, as well as acts as a subject matter expert and perform these duties across Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) programs. This position works closely with Government/customer Security Offices to ensure all security obligations are met. The individual will train, mentor and manager multiple personnel and provide daily tasking to the staff. This role performs all aspects of on-site execution of program security requirements for assigned SAP/SCI programs to ensure compliance with regulatory guidance. The incumbent is responsible for developing, implementing, interpretating, and applying all requisite national security directives with specific emphasis on the Intelligence Community Directives (ICD), DoD Manual 5205.07, DoD Manual 5105.21-M-1, and the CFR 32 Part 117 (NISPOM Rule). In addition, the Manager, Special Security Programs monitors classified information systems and controlled areas, track personnel security processing, conduct self-inspections, oversee the implementation/completion of corrective action places and thoroughly investigate and document security violations/adverse information reports.

Job Description:

Duties/Responsibilities

  • Mentor and train junior security professionals who are tasked with applying and maintaining the security compliance of special programs.
  • Support Business development by creating and providing security requirements and input for proposals.
  • Ensures and maintains compliance with all security requirements of assigned programs, areas and personnel.
  • Manages and conducts security self-inspections and develops corrective actions to address deficiencies and improve the overall security posture across each program.
  • Provides security guidance and direction for security related questions to multiple levels of Draper management and technical staff.
  • Develop Standard Operating Procedures (SOP), Concept of Operations (CONOPs), and Program Protection Plan (PPP) that assures compliance with government policy/manuals.
  • Ensure program security coverage when CSSOs are unavailable.
  • Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Generates appliable Fixed Facility Checklist(s) (FFC) and Construction Security Plan(s) for the construction and/or modification of SAPF(s) IAW the government's physical security specifications.
  • Oversee and document the constructions of SAPF/SCIFs to receive facility accreditation.
  • Conduct security inquiries, identify suspected infractions and violations, develop reports, and make recommendations to the government security for corrective actions.
  • Develop and execute program specific Security, Education, Training and Awareness (SETA) program structured to meet the needs of briefed personnel.
  • Participate in companywide working groups to standardize policy/procedures and implement "best practices".
  • Respond to after-hours alarm and emergency conditions.


Skills/Abilities

  • Must be a US Citizen with an active, in-scope (investigation completed date or CE date within 5 years of start date) Top Security clearance eligibility.
  • Excellent written and professional communication skills.
  • Exceptional interpersonal and organizational skills.
  • Detailed oriented.
  • Proficient in MS Office Suite.
  • Knowledge of NISP/SAP/SCI regulations.


Education

  • High School diploma required along with 10 years of comparable work experience; previously cleared candidate with a background in Industrial Security, Technology, Government, Business Administration or other related discipline.
  • Bachelor's Degree in Security Management or related field preferred.


Experience

  • 10 years of experience in a DoD, DoE, or other industrial security program.

Additional Job Description:

Current in scope Top Secret security clearance with SCI eligibility is required.

The US base salary range for this full-time position is

$117,500.00 - $307,500.00

Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
