JOB SUMMARY:
We are seeking a highly experienced Security Operations professional to lead the development and operationalization of a centralized Enterprise Security Operations Center (SOC) supporting one of the largest transportation and critical infrastructure environments in the region.
This is a unique opportunity to build a large-scale SOC from the ground up, establishing governance frameworks, operating procedures, incident response programs, escalation protocols, training initiatives, quality assurance standards, and enterprise-wide security operations processes.
The ideal candidate will bring deep expertise in physical security operations, SOC development, governance, documentation, and operational transformation within complex, mission-critical environments.
Key Responsibilities
SOC Development & Governance
  • Lead the design and implementation of a centralized Enterprise Security Operations Center (SOC).
  • Develop governance frameworks, operational standards, KPIs, service levels, and reporting metrics.
  • Establish quality assurance, operational review, and continuous improvement programs.
  • Create a strategic roadmap for SOC growth and maturity.
SOPs, Playbooks & Policy Development
  • Develop SOPs, policies, procedures, and operational playbooks.
  • Create incident response frameworks and escalation protocols.
  • Define standards for alarm management, evidence handling, emergency response coordination, and communication procedures.
  • Establish governance processes for ongoing policy maintenance and compliance.
Security Technology Operations
Support operational procedures and governance for:
  • 8,000+ Video Surveillance Cameras
  • Access Control Systems (ACS)
  • Intrusion Detection Systems (IDS)
  • Visitor Management Platforms
  • Emergency Notification Systems
  • Dispatch & Incident Management Solutions
Incident Management & Operational Readiness
  • Develop enterprise incident classification and response frameworks.
  • Define escalation paths for security, operational, life-safety, and emergency incidents.
  • Coordinate response procedures involving security teams, public safety agencies, and executive leadership.
  • Lead after-action reviews and operational readiness initiatives.
Training & Workforce Development
  • Develop onboarding programs and training curricula.
  • Create operational guides, playbooks, and knowledge management resources.
  • Facilitate tabletop exercises and scenario-based training programs.
Continuous Improvement & Risk Management
  • Identify operational gaps and process improvement opportunities.
  • Support audit readiness, regulatory compliance, and risk reduction initiatives.
  • Implement reporting and analytics programs to measure operational effectiveness.
Required Qualifications
  • 10+ years of experience in Security Operations, Physical Security, Public Safety, Emergency Management, Critical Infrastructure Security, or related fields.
  • 5+ years building, developing, or managing Security Operations Centers (SOC), Command Centers, or Fusion Centers.
  • Proven experience creating:
    • SOPs
    • Policies & Procedures
    • Incident Response Frameworks
    • Escalation Processes
    • Governance Programs
    • Operational Playbooks
  • Experience supporting enterprise physical security environments utilizing:
    • Video Surveillance Systems (VSS)
    • Access Control Systems (ACS)

  • Strong documentation, technical writing, and stakeholder communication skills.
  • Experience leading enterprise operational transformation initiatives.
Preferred Qualifications
  • Transportation, Rail, Aviation, Transit, Public Safety, Government, or Critical Infrastructure experience.
  • Experience supporting large-scale surveillance environments with thousands of cameras and geographically dispersed facilities.
