ASAB ESS: Site Manager (Secret Clearance)

Program Summary

Under the AFCAP V Program, KBR supports the U.S. Air Force by providing Engineering Support Services to the 378 ECES. These services ensure mission-critical Installation Engineering, Asset Management and Visibility, and Real Property support to the 378 AEW. In addition to Engineering Support Services at Ali Al Salem Air Base, KBR also provides food services and other quality-of-life support to sustain base operations.

Job Summary

The Site Manager is responsible for the day-to-day management, coordination, and performance of all Engineering, Asset Management, and Real Property activities at the Ali Al Salem Air Base (ASAB), Kuwait. Reporting directly to the Project Manager, the Site Manager ensures services are delivered safely, efficiently, and in full compliance with the Performance Work Statement (PWS), contractual requirements, applicable industry standards, OSHA safety requirements, and U.S. Government/U.S. Air Force directives.

This position provides leadership across multiple functional areas, including installation engineering, planning/programming support, sustainment management system (SMS) execution, Activity Management Plan (AMP) support, and Real Property accountability-while overseeing the personnel assigned to the Engineering and Asset Management teams (e.g., AMP Managers, engineers, technicians, planners, and Real Property support staff). The Site Manager is accountable for operational continuity across rotations, stakeholder coordination, and performance against mission-driven service levels in a high-risk, austere environment.

Roles and Responsibilities

  • Maintain a ZERO Harm workplace by setting the safety standard and enforcing safe work practices at all times.
  • Ensure full compliance with Environmental, Safety, and Quality Assurance requirements; provide documentation and support to these programs as required.
  • Provide daily oversight of installation engineering, asset visibility, AMP/Sub-AMP execution, and Real Property coordination to ensure PWS performance objectives are met.
  • Lead, supervise, and mentor a multidisciplinary team (Engineers, Technicians, Community Planning, and Real Property personnel) to deliver safe, timely, and high-quality outcomes.
  • Establish a culture of accountability, efficiency, customer service, and continuous improvement across all work centers.
  • Coordinate daily tasking and priorities; assign work, monitor execution, and resolve barriers impacting performance.
  • Schedule personnel (shifts, rotations, coverage) to maintain required service levels, including support to short-notice mission requirements.
  • Inspect and audit in-process and completed work to verify compliance with PWS requirements and quality standards; initiate corrective actions as needed.
  • Oversee preventive maintenance planning and execution support to maximize reliability and minimize downtime of mission-critical systems.
  • Monitor performance trends, troubleshoot issues, and coordinate timely repairs/escalations to sustain operational readiness.
  • Maintain effective coordination with Government stakeholders (COR, ACO, Engineering Flight, Operations Flight, Real Property Office, and other mission partners) to support planning, execution, and compliance.
  • Ensure accurate documentation, reporting, and records management for engineering activities, asset visibility, work planning, and Real Property coordination.
  • Manage inventory of critical spare parts and supplies; coordinate procurement actions and logistical support as required.
  • Produce required operational deliverables and reports (daily/weekly/monthly/quarterly), including performance metrics and employee performance reviews.
  • Plan, organize, and prioritize multiple competing requirements under austere conditions while maintaining professional standards and mission focus.
  • Perform additional duties and special projects as assigned by the Project Manager.

Basic Qualifications

  • Bachelor's Degree in Engineering from an ABET-accredited university
  • 10+ years experience in Engineering, construction or facility maintenance.
  • Demonstrated experience supervising and mentoring a multidisciplinary engineering/technical workforce (engineers, planners, technicians, and support staff).
  • Working knowledge of Engineering fundamentals, installation support operations, and project execution support
  • Planning/programming principles and ability to interpret plans/drawings
  • Maintenance management practices (preventive/corrective maintenance planning, work control)
  • Safety and compliance management in alignment with OSHA/industry standards
  • Strong stakeholder management skills with proven ability to coordinate across multiple Government and contractor organizations.
  • Proficiency with standard reporting and documentation practices, including use of Government-directed systems and data accuracy expectations.
  • Ability to work in a high-risk environment and manage staff in an austere/expeditionary setting.
  • Must be a U.S. citizen
  • Working knowledge of utilities infrastructure lifecycle planning and data-driven sustainment management
  • Ability to obtain/maintain a SECRET clearance
  • Ability to maintain operational continuity across rotations and work within Government-led governance rhythms

Preferred Qualifications

  • Prior experience supporting U.S. Air Force Civil Engineering functions (Engineering Flight / Operations Flight integration).
  • Experience managing teams executing AMP/Sub-AMP, asset visibility, and sustainment programs using tools such as SMS BUILDER, PAVER, and NexGen IT (or similar CMMS/EAM platforms).
  • Experience coordinating with Real Property offices on accountability, asset inventory, RP/RPIE reconciliation, and facility record management.
  • Formal training or certifications in safety, quality, or project management (e.g., OSHA 30, PMP, Lean/Six Sigma) strongly preferred.
  • Experience delivering KPI-driven performance in a contractual environment (metric compliance, audit readiness, and corrective action management).
