Job description

Department Information This position is open to current Colorado residents only. **This is a Term Limited position** Colorado Benefits Enrollment and Eligibility Systems (CoBEES) The Colorado Benefits Eligibility and Enrollment Systems team (CoBEES) manages the portfolio of technology solutions that is used to deliver access to critical health and human services programs for the people of Colorado, including food, cash, and medical assistance benefits. Colorado is state-supervised, county-administered, with 64 counties responsible for connecting people to programs.

The current portfolio includes the Colorado Benefits Management System (CBMS) used by counties and medical assistance sites for integrated eligibility and enrollment to process applications, changes, and renewals; the Program Eligibility and Application Kit (PEAK) public-facing website and PEAKPro assister tool; and the Joint Agency Interoperability Program (JAI) connecting case systems and counties. CoBEES is also embarking on an ambitious effort to reimagine and replace its legacy systems to deliver a more integrated experience: streamlined workflows that reduce duplicative data entry, coordinated cross-program service delivery, and "whole family" support that simultaneously serves children and the adults in their lives. Colorado has a long history of being a leader in the innovative use of technology to provide support services to those in need.

Description of Job This position is currently hybrid. Remote with up to two (2) days in the office per week The role may involve travel within the state for meetings and community engagement activities Please note: These working arrangements are subject to change. What you will be doing: The Deputy Director serves as the Chief Product Officer's second-in-command, providing executive leadership for the day-to-day operations, administration, and strategic program coordination needed to deliver the CoBEES product portfolio during a multi year technology modernization effort.

Working across CDHS, the Department of Health Care Policy & Financing (HCPF), Colorado Department for Early Childhood (CDEC), the Governor's Office of Information Technology (OIT), counties, and other partners, this role ensures people, resources, processes, and governance are aligned to support successful product delivery, organizational priorities, and better outcomes for Coloradans. The Deputy Director oversees operational planning, program coordination, organizational development, and communications. Additionally, as a member of the Colorado Department of Human Services (CDHS) extended executive management team (E-EMT), the Deputy plays a key role in the leadership and direction of CoBEES and acts as a strategic advisor to the Chief Product Officer to achieve the team's mission.

Acting with delegated authority from the Chief Product Officer, the Deputy Director represents CoBEES as needed in executive, legislative, and interagency settings. This role is term-limited due to the type of funding available and will be made into a permanent position before the term is over. Primary Job Duties: Office Operations and Administration - Provides executive oversight of the administrative and operational functions of the organization to ensure resources, processes, and organizational capabilities support strategic objectives, in partnership with CDHS, HCPF, and OIT offices.

This includes organization-wide planning, budgeting, resource allocation, and workforce planning activities; procurement and contract management; and performance management. Product Portfolio Alignment and Strategic Coordination - Leads enterprise coordination efforts to advance the product strategy established by the Chief Product Officer and ensure product investments, priorities, and execution across programs are aligned with organizational goals and customer needs. Cross-Agency Stakeholder Engagement and Communications - Leads the organization's stakeholder engagement and communications strategy to strengthen alignment, transparency, and collaboration with program leadership, county leadership, partner organizations, business units, and external entities.

Product Enablement and Shared Services - Provides executive oversight and strategic direction for shared services that support product delivery and customer success for our county workers, medical assistance sites, and clients/residents, including customer support, training, communications, change management, customer feedback, and product analytics. Other Duties As Assigned - Acts on behalf of the Chief Product Officer in that person's absence, including meeting coverage and decision-making. Experience leading or supporting eligibility, human services, healthcare, or public benefits programs, or working in a state, county, federal, or other public-sector environment. Experience overseeing large-scale technology modernization, digital transformation, or business transformation initiatives in regulated environments. Experience overseeing procurement, contract administration, and vendor performance management.

Experience applying product management, portfolio management, agile delivery, or organizational change management practices. Experience responding to audits, legislative inquiries, executive reviews, or other oversight activities. Experience serving in a deputy director, assistant director, chief operating officer, chief of staff, or comparable executive leadership role.

Experience working with state-supervised, county-administered programs or complex intergovernmental partnerships. Experience working under federal compliance regimes including HIPAA, IRS Publication 1075 (FTI), CMS ARC-AMPE, or CJIS. MBA or equivalent advanced training in operations, public administration, organizational leadership, technology management, or related field.

Experience with operational tooling such as ERP, contract management, project portfolio management, or BI / dashboarding platforms. Key Competencies: Comfortable operating with ambiguity and incomplete information. Pragmatic and outcome-focused; able to balance speed, quality, and sustainability.

Interpersonal savvy and ability to build constructive working relationships and rapport with a wide variety of internal and external stakeholders.
