As a Project Manager within the R3 Program Management Office, you will lead the planning, execution, and delivery of large-scale federal technology modernization and digital transformation initiatives. This role is responsible for coordinating cross-functional teams, managing project schedules and risks, facilitating engagement with government stakeholders, and ensuring the successful delivery of complex solutions that improve operational effectiveness, user experience, data integrity, and business outcomes throughout the project lifecycle.


The ideal candidate combines strong project management expertise with experience in software development, cloud-based technologies, system implementations, and organizational change initiatives. This individual will serve as the primary point of coordination between business stakeholders, technical teams, and leadership to drive successful project outcomes.


Responsibilities:

  • Lead multiple concurrent technology and modernization projects from initiation through deployment and operational transition.
  • Develop and manage project plans, schedules, milestones, dependencies, and resource allocations.
  • Coordinate activities across engineering, operations, cybersecurity, infrastructure, quality assurance, and business teams.
  • Facilitate project governance activities, steering committees, status meetings, and executive briefings.
  • Monitor project scope, risks, issues, and dependencies while driving timely resolution.
  • Support Agile delivery practices, including sprint planning, backlog management, release coordination, and continuous improvement efforts.
  • Manage project budgets, labor utilization, and overall project performance metrics.
  • Coordinate system implementation, testing, deployment, and transition-to-operations activities.
  • Oversee change management, communications, training, and stakeholder engagement efforts.
  • Support data migration and system integration initiatives, including planning, validation, and cutover activities.
  • Produce and maintain project documentation, status reports, action logs, risk registers, lessons learned, and performance dashboards.
  • Ensure compliance with organizational policies, governance processes, and quality standards.
  • Build and maintain strong relationships with clients, stakeholders, and project teams.
  • Identify opportunities to improve project delivery processes, tools, and methodologies.

Requirements


Qualifications:

  • Bachelor's degree in Business, Information Technology, Project Management, Computer Science, or related field preferred.
  • 5+ years of project management experience leading technology-focused initiatives.
  • Project Management Professional Certification (PMP) certification required
  • SAFe Scrum Master Certified certification required 
  • Experience managing Salesforce implementations, platform enhancements, CRM modernization initiatives, or enterprise cloud application projects 
  • Experience supporting federal government IT modernization, digital transformation, housing programs, inspections, regulatory programs, or large-scale enterprise application implementations, including U.S. Department of Housing and Urban Development (HUD) or similar organizations.
  • Demonstrated ability to lead cross-functional teams in dynamic environments.
  • Experience with Agile, Scrum, Waterfall, or hybrid project delivery methodologies.
  • Strong understanding of project planning, budgeting, risk management, and resource allocation.
  • Experience supporting cloud-based platforms, enterprise applications, or technology implementations.

The salary range for this position is $115,000 - $150,000/year. The base salary range for this position is an estimate and may vary depending on relevant factors, including but not limited to education, experience, certifications, and skillset, as well as internal equity and business considerations. This range reflects base pay only and does not include bonuses, incentives, benefits, or other forms of compensation that may be offered as part of the total compensation package.
