Job description

We are seeking an experienced Project Manager 3 / Scrum Master to drive consistent project delivery through the entire lifecycle and coordinate Agile ceremonies for key state transportation initiatives in the Richmond area.

  • Location: Mechanicsville/Richmond, VA (Local candidates only)
  • Work Arrangement: Hybrid (Up to 3 days onsite per week)
  • Role Type: Contract
  • Interview: Webcam or In-Person

Key Responsibilities

  • Agile Facilitation: Coordinate core ceremonies including Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
  • Project Management: Manage project plans, release plans, resource allocation, risk mitigation, and overall scope and schedule to deliver value.
  • Team Enablement: Remove obstacles, protect the team from distractions, and foster a healthy relationship between the technical team and the Product Owner.
  • Metrics & Reporting: Track and report team velocity, burn-down charts, project metrics, schedule updates, and cost analyses.
  • Governance: Adhere strictly to defined organizational and VITA project management practices.

Required Skills & Qualifications

  • Certifications: Active PMP (Project Management Professional) and CSM (Certified Scrum Master) certifications are strictly required.
  • SDLC Knowledge: 10+ years of solid experience working with software development life cycle models.
  • Agile Methodologies: 5+ years of active experience with Scrum and Kanban practices, serving as a facilitator and coach.
  • Interpersonal & Mentoring: 8+ years of experience in coaching, team building, and managing customer expectations.
  • Project Tooling: 3+ years of hands-on experience using Microsoft Project or Project Server Subscription Edition (PSSE).

Preferred Qualifications

  • Experience using the SAFe (Scaled Agile) Framework; SAFe Certification is a plus.
