Proposal Writer
Why This is an Exciting Role:
BI&A is seeking a skilled Proposal Writer to join our team and play a pivotal role in the continued growth of our business. This role requires a proven track record of writing winning IC and DoW proposals and an ability to work effectively in high-pressure, fast-paced environments. The ideal candidate will possess a love of writing, strong general communication skills, and an ability to leverage AI tools where applicable.
BI&A's Proposal Writer is responsible for the development of proposal written content, working closely with internal teams to develop proposals through the Corporate Business Development and Capture Management Processes. This includes working closely with proposal managers and technical contributors to develop content. This role requires demonstrated experience with IC and DoW proposals. Candidates must have the ability to assess RFP requirements that guide proposal content. Candidates must have strong critical thinking skills and can easily digest technically complex information. Expertise in developing win strategies, themes, and discriminators into proposal artifacts is required.
Key Responsibilities:
  • Interview program and technical staff and SMEs to develop proposal content and artifacts that are compelling and compliant.
  • Peer reviewing and editing content provided by others to improve quality.
  • Ensure accurate content that is error free and aligned to RFP requirements, capture strategies and best practices.
  • Serve as a color team reviewer to evaluate and improve proposal quality.
  • Coach and mentor less experienced writers.
  • Improve efficiency of proposal content development through use of AI tools, without sacrificing uniqueness of voice or specificity of content.
  • Creating slide content and oral briefing scripts, in necessary, in additional to proposal prose.

Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
  • Bachelor's degree in Journalism, English, Business, Information Technology, Communication Arts, or other relevant fields and 10 years of proposal writing experience (additional years of experience may be considered in lieu of a degree).

Required Qualifications:
  • Active TS/SCI clearance is required.
  • Candidates must demonstrate success writing proposal content for winning large, complex Federal prime proposals, ideally exceeding $100M in size and related to IT services, systems engineering, software development efforts.
  • An understanding of federal procurement processes and common proposal preparation instructions.
