Job description

The Safety Manager is responsible for developing, implementing, and overseeing all health, safety, and environmental (HSE) programs for refinery construction, maintenance, and turnaround projects. This role ensures compliance with OSHA regulations, refinery-specific safety requirements, client standards, and company policies while fostering a proactive safety culture. The Safety Manager partners closely with project management, superintendents, subcontractors, and client representatives to identify hazards, mitigate risks, and ensure all work is performed safely and efficiently.

Key Responsibilities

  • Lead all site Health, Safety, and Environmental (HSE) activities for refinery construction, maintenance, and turnaround projects.
  • Develop, implement, and enforce site-specific safety plans, Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and Job Safety Analyses (JSAs).
  • Ensure compliance with OSHA, refinery safety requirements, company policies, and client-specific procedures.
  • Conduct daily safety meetings, toolbox talks, pre-task planning, and field safety audits.
  • Perform routine jobsite inspections to identify hazards and ensure corrective actions are implemented promptly.
  • Investigate incidents, near misses, and property damage events; prepare detailed reports and recommend corrective actions.
  • Maintain safety documentation, permits, training records, inspections, and regulatory compliance records.
  • Coordinate safety orientations and onboarding for all employees, contractors, and visitors.
  • Verify compliance with refinery permit systems, including Hot Work, Confined Space Entry, Lockout/Tagout (LOTO), Line Breaking, Excavation, and Working at Heights.
  • Monitor subcontractor safety performance and ensure adherence to project safety requirements.
  • Participate in project planning meetings to identify and mitigate potential safety risks before work begins.
  • Coordinate emergency response procedures, evacuation plans, and incident drills.
  • Track safety metrics, leading indicators, and KPI performance while preparing reports for management and clients.
  • Promote a positive safety culture through coaching, mentoring, and employee engagement.

Qualifications

  • High school diploma or GED required; Associate's or Bachelor's degree in Occupational Safety, Environmental Health, Construction Management, or related field preferred.
  • Minimum 5-10 years of construction safety experience within refineries, petrochemical plants, chemical facilities, or heavy industrial environments.
  • Experience supporting capital projects, maintenance, shutdowns, or turnarounds.
  • Strong knowledge of OSHA 29 CFR 1910 and 1926 regulations.
  • Experience with refinery permit systems and safe work practices.
  • Ability to read construction drawings, safety procedures, and technical specifications.
  • Strong leadership, communication, and conflict-resolution skills.
  • Proficient with Microsoft Office; experience with Procore or other construction management software is a plus.
