General Description Salary SCADA Technician I: $28.69 - $38.25 Hourly ($59,675 - $79,560 Annually) SCADA Technician II: $32.13 - $45.90 Hourly ($66,830 - $95,472 Annually) Senior SCADA Technician: $36.00 - $51.42 Hourly ($74,880 - $106,954 Annually) The purpose of this position is to provide support on critical applications and department operations. This is accomplished by performing technical work for the operation, performance, and maintenance of the Toho Water Authority Supervisory Control and Data Acquisition (SCADA) system. This system monitors and controls water, wastewater, lifts-stations, and reuse-distribution facilities

Under supervision and direction of the SCADA Manager, perform tasks related to the planning, asset management, programming, network configuration, testing, calibration, commissioning, and preventive maintenance of SCADA and related electrical control systems. Lead internal SCADA projects. Perform design and implementation of control and communication systems.

Essential Functions Manage SCADA system equipment, components, and assets. Take the lead in troubleshooting SCADA network communication problems. Maintain, analyze, and improve network system performance.

Improve existing methodologies to ensure proper network system operation and security. Set-up Ethernet networks, computers and other HMI (Human Machine Interface) equipment for communication with field equipment using established industrial protocols. Program, install, and test switches, routers, modems and other network equipment.

Test and run diagnostics to verify connectivity of equipment. Deploy system patches and firmware updates. Program PLCs for both control and process information gathering and reporting.

Perform any other needed programming, updates, or diagnostics of the SCADA system. Develop, and update, equipment databases, software licenses, device applications and configurations. Develop and implement methods for backing up all systems including PLCs to maintain a current library of all custom applications, and ensure all data is retrievable.

Maintain technical library, accurate records, documentation, work reports. Modify existing documents and drawings and incorporate red line markups as needed. Advise SCADA Manager of needed technology upgrades and assist in planning for upgrades.

Collect historical information. Provide input and cost information for budgets. Develop specifications for vendors for repairs, upgrades, and new installation work.

Manage equipment and software inventory, including spares, and order replacement equipment and software as needed. Maintain warranty information. Train technicians & operations staff in operation and maintenance of SCADA and PLCs.

Confer with contractors, operators, mechanics, project engineers and supervisors about SCADA issues. Respond to and resolve internal customer complaints and issues. Provide documentation as required by others.

Follow procurement rules to order parts. Understand and practice safe work procedures such as the NFPA 70E, and OSHA Gives plant data and backups by tagging databases to reports and iHistorian server; creating reports; updating Human Machine Interface screens; backing up Department of Environmental Protection documents; and backing up GE Intelligent Platform. Performs administrative duties by attending various meetings; training employees; completing work orders; maintaining vehicles; and answering e-mails.

Condition facility assessments, meet with vendors. All other duties as assigned. Minimum Qualifications Associate's degree in Engineering, Computer Science, or Electronics or 4 years related field experience.

6 years' experience in SCADA control systems development and maintenance in lieu of the education requirement. Any combination of education and experience which demonstrates the candidate's ability to perform successfully in this position will be considered. Must possess and maintain a valid State of Florida Class E Driver's License.

The employee is frequently required to pull, push, kneel, bend, squat, crawl, and twist.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. WORKING CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

Environmental factors include outdoor conditions; rugged terrain, slippery surfaces, varying weather, including, heat, cold, dry, wet weather.
