The Office of Early Childhood Education partners with families, educators, and school communities to ensure Chicago's children engage in high quality early learning experiences that lead to success in Pre-K through 2nd Grade and beyond.
Job Summary:
Reporting to the Early Childhood Data Manager, OECE, the Data Strategist uses data to drive progress towards District priorities and goals as related to OECE. The Data Strategist provides sound survey, strategic, analytic, and project management expertise within the office and helps to lead the development of district standards for data processes and toolsets for analytics. This is a full-time, exempt position that will be paid for time worked on a salary basis.
The Data Strategist will be held accountable for the following responsibilities:
Design, develop and implement systems of data collection and data reporting, including surveys, processes, code, and dashboards, for both internal and external audiences to monitor their work and track progress to strategic goals.
Perform analysis on large and complex datasets from multiple sources using appropriate statistical techniques with approved analytic tools (SAS, SQL), to provide meaningful information and inform strategic decision-making.
Develop and oversee systems for student enrollment and ISBE reporting procedures, including ongoing collaboration with external partners, to ensure compliance with grant and other requirements.
Coordinate with relevant vendors and/or CPS departments to ensure data systems are functioning properly and supporting early childhood educators.
Fulfill data requests from FOIA, media, leadership, and internal/external teams as directed in a timely and accurate manner.
Ensure data quality and integrity across the department by adhering to a set of guiding principles as established by the Data Governance council.
Provide teams with consultative support and guidance in the effective use of data to support strategic priorities.
Participate in department meetings, using data to facilitate a deeper understanding of department programs, awareness of school needs, and learning across teams.
Participate in the District's Data Analyst User Group.

In order to be successful and achieve the above responsibilities, the Data Strategist must possess the following qualifications:
Education Required:
Bachelor's degree from an accredited college or university in education, psychology, social science, public policy, economics, statistics, or related field including quantitative coursework
Master's or Doctoral degree preferred
Experience Required:
Minimum of three (3) years years of professional experience in a role requiring data analytics, data system management, relationship management, and consultative skills
Minimum of one (1) year experience writing code with data analytic tools (SAS, R, Python, SPSS, STATA, etc.) and the ability to use or learn SAS required
Knowledge, Skills, and Abilities:
Ability to write code with data analytic tools (SAS, R, Python, SQL, SPSS, STATA, etc.) and the ability to use SAS preferred
Exceptional oral and written communication, problem solving, organizational and project management skills
Strong attention to detail
Ability to deliver reports and online tools in a fast-paced environment, respond immediately to multiple constituencies and meet established deadlines
Ability to work in a team, with technical and non-technical personnel, and across departmental boundaries
Flexibility to meet changing departmental needs
Ability to work on multiple projects simultaneously

Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions; however, all CPS employees must be residents of Illinois.
