Job Description
The Office of Building Water System Oversight (BWSO) within the Bureau of Environmental Sciences and Engineering (ESE) is responsible for conducting inspections to ensure compliance with various rules and regulations aimed at improving the operating conditions of various engineered systems such as cooling towers, water tanks, evaporative condensers, internal plumbing, and wastewater systems in order to prevent risks associated with these systems BWSO is seeking a highly motivated Program Analyst Lead to support our agency's mission to prevent waterborne illness caused by poorly maintained or improperly managed water systems in the built environment. In this role, you will lead efforts to monitor, analyze, and improve data systems related to emerging waterborne diseases, with a particular focus on Legionella. You will play a critical role in strengthening surveillance, guiding outbreak response, and advancing data-driven public health interventions. .
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Lead analytic projects to identify risk factors for waterborne diseases in the built environment systems (e.g., cooling towers) including health disparities.
-Serve as a lead investigator for Legionella clusters and outbreaks, identifying common exposures and supporting environmental investigations
-Respond to waterborne disease emergencies, including outbreaks and clusters, and support preparedness efforts in coordination with emergency management partners
-Maintain subject matter expertise on environmental aspects of waterborne diseases, including ecology, laboratory testing, and remediation strategies
-Coordinate with the Bureau of Communicable Diseases to keep up to date on recent Legionnaire's disease trends and collaborate on related Health Department research initiatives
-Coordinate with public health laboratories to analyze environmental data trends and keep up to date on latest laboratory analytical methods
-Design and implement standardized data collection and data cleaning processes to ensure data quality and consistency
-Train and support staff on data collection protocols, tools, and best practices
-Maintain and regularly update program protocols, guidance documents, and fact sheets for public health guidance on waterborne disease prevention and risk mitigation to reduce exposure
-Conduct data analysis to support program monitoring, evaluation, and continuous improvement
-Act as a liaison with government agencies, private organizations, research organizations and general public stakeholders to lead and coordinate strategic data analytic efforts on behalf of the Department.
PREFERRED SKILLS:
-Strong data analysis skills required; experience with SAS/R/SQL/or Python is desirable
-Experience with program evaluation and performance monitoring
-Demonstrated experience conducting outbreak investigations
-In-depth experience working in a local or state public health agency
-Experience in public health, environmental health, epidemiology or a related field
-Experience developing protocols, training materials, or standard operating procedures
-Ability to lead investigations and manage multiple priorities in a fast-paced environment
-Excellent communication and collaboration skills

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
