Job description

Bering-Alaka`ina Holdings, LLC has a potential need for an Operations Research Technical Reviewer (Operations Research Analyst, Statistician) to provide support for our government customer. Position is Remote with potential of Some Travel within the Continental United States (CONUS).

This requirement is for analyst research subject matter expertise to assist with overall studies and analysis requirements.

DESCRIPTION OF RESPONSIBILITIES:

  • Provide subject matter expertise to the performance of statistical analysis of the impact of conditions identified during accession to the Air Force on longer term outcomes of interest to the Air Force, such as duty performance and retention.
  • Perform statistical analysis of existing data sets and creation of datasets for statistical analysis in SAS/EG.
  • Scope and design projects, develop, monitor and report on timelines and milestones, and produce progress reports.
  • Assist in the creation of useful stratification methods for the analysis of created data sets, based upon ICD codes or other criteria which may be deemed useful.
  • Assist in the development of credible, theoretically driven statistical models exploring the relationship between variables identified in data sets within the AVHE environment outcomes of interest to the Air Force.
  • Perform under guidance validation and verification protocols, to ensure that the products of study are performing as expected, and assist in performing corrections, in the event of models failing to perform to standard.
  • Assist in the drafting of written communication for internal and external purposes.
  • Participate as an expert in health statistics in interdisciplinary planning and analysis.
  • Acquire data access permissions necessary to perform stated tasks.
  • Use Air Force medical records systems and standards in performance of job duties.
  • Use all relevant data repositories as part of work, or which are generated in pursuit of work.
  • Collect data from various databases, pursuant to agreements with database owners.
  • Establish the relationship of available data to existing data sets, map the data between data elements and code for these specific data elements, establish data storage architecture requirements, and create a comprehensive data dictionary.
  • Provide conference support assistance by active participation in professional conferences, preparation of posters and presentations, and publication of peer-reviewed manuscripts, in order to support distribution of study product.
  • Brief study findings at appropriate meetings or forums, as determined by the Government.
  • Provide technical automation support for all versions of MS Windows, Microsoft (MS) Office (e.g., MS Access, MS Excel, MS Publisher), MS SQL, and Adobe.
  • Provide data creation and administration in support of model development, analysis, and publication.
  • Document products for the actual computer code used in order for government personnel to access these files for review, approval, or for generating copies as required. All requirements shall be prepared in accordance with USAFSAM programming standards and standard commercial practices inclusive of any/all procedures implanted as part of this task.
  • Assist in briefings and production of documents as appropriate to transfer knowledge of study products to customers in the (Air Force Recruiting Service (AFRS) and Air Force at large.
  • Provide technical oversight on methodologies, analyses, and reports generated to answer requests from DAF leadership and various agencies with regards to accession waiver policies and their short and long term impact on readiness, retention, and health of the force.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Must possess a minimum of a Masters in one of the following fields - Biostatistics, Statistics, or Operations Research with a minimum of three years' experience in their field of expertise. 
  • A PhD is preferred.

REQUIRED SKILLS AND EXPERIENCE:

  • Must be current in Health Information Portability and Accountability Act (HIPAA) training, to be able to access and process identified medical data.
  • Must demonstrate advanced analytical skills in statistics and study design and execution.
  • Must demonstrate expertise in descriptive statistics, as well as Statistical Analysis System/Enterprise Guide (SAS/SAS EG).
  • Must have a minimum of 10 years of experience with statistics in a healthcare or military environment.
  • Must be willing and able to sign a Non-Disclosure agreement.

DESIRED SKILLS AND EXPERIENCE:

  • Five plus (5+) years of experience in analysis in the medical field or the military is highly desired.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen.
  • Must be able to pass a Tier I/SF85 background investigation.
