Job description

Position Summary

ANSER is seeking a SAP / Physical Security Specialist to serve as a subject matter expert and security advisor to senior leadership at a major military headquarters in Hawaii. In this role you will provide expert guidance across personnel, operations, AIS, industrial, information, physical, and communications security disciplines supporting sensitive operations at the collateral, SCI, and SAP levels. You will develop, implement, and manage enterprise-level SAP/SAR and physical security programs while ensuring compliance with DoD, national-level SAP, SCI, and other applicable security requirements. You will also develop risk-mitigation strategies and optimize security operations to support mission assurance across complex, multi-level classified environments.

ย Day-to-Day Responsibilities

  • Serve as the SAP/SAR and physical security subject matter expert and advisor to senior leadership on policy, program management, implementation, and compliance.
  • Analyze and interpret DoD and component security policies, directives, concepts, and principles to resolve complex security challenges.
  • Develop, implement, and oversee SAP/SAR and SCI security requirements across applicable security disciplines.
  • Develop, evaluate, and implement SOPs, security program plans, and system security plans for protecting classified information, materials, systems, and facilities.
  • Prepare and deliver security briefings, guidance, and training covering the issuance, control, handling, and safeguarding of classified materials and systems.
  • Oversee SAP operational and functional assurance activities, including access validation, investigation tracking, and adverse information file management.
  • Review and approve security documentation; conduct site surveys, self-inspections, and assessments; and support SAPF/SCIF accreditation and inspection activities.
  • Oversee physical security requirements for the construction, modification, operation, and protection of SAPFs, SCIFs, and Temporary Secure Working Areas (TSWAs).
  • Review Fixed Facility Checklists, project plans, and security documentation to ensure compliance throughout the facility lifecycle.
  • Develop co-utilization agreements and facility SOPs for shared secure spaces and multi-level security environments.
  • Oversee security clearance activities, including SCI and SAP eligibility processes, adjudication support, and personnel security program requirements.
  • Provide guidance on objectives, procedures, and work plans for enterprise-wide personnel security programs.
  • Research emerging threats and develop risk avoidance, mitigation, and response strategies.
  • Establish management controls, milestones, incident tracking, and early-warning processes to identify and address security issues.
  • Advise organizations on security operations and opportunities to improve mission effectiveness through people, technology, and secure infrastructure.

ย Required Qualifications

  • Active Top Secret security clearance with SCI eligibility.
  • Bachelor's degree.
  • Minimum 4 years of physical security experience, including demonstrated experience managing SAP/SAR security programs supporting collateral, SCI, and SAP environments.
  • Demonstrated working knowledge of DoD SAP/SCI policies, Intelligence Community Directives (ICDs), and applicable security disciplines.
  • Knowledge of clearance processing, physical security, document control, communications security, and national-level security agency processes.
  • Experience interpreting complex security regulations and develop enterprise-level security programs.
  • Excellent written and verbal communication skills, including experience developing SOPs, agreements, briefings, and security documentation.
  • Demonstrated ability to advise senior leadership and manage cross-functional security programs.

ย Preferred Qualifications

  • Strong analytical, problem-solving, and risk assessment skills.
  • Fully adjudicated TS/SCI clearance.
  • Facility Security Officer (FSO) certification.
  • Professional certification such as CISSP, SAPPC, or equivalent.
  • Experience managing SAPF/SCIF operations, accreditation, and compliance.
  • Experience supporting major military or defense organizations, such as USSF, PACAF, PACOM, or equivalent organizations.
  • Experience conducting inspections, audits, site surveys, and risk assessments in multi-level classified environments.
  • Experience with ICD 705 and UFC 4-10-05 requirements.
  • Experience with security databases and systems such as NIST frameworks, NISS, DISS, or equivalent platforms.
