Senior Authorized Person (SAP) / High Voltage Specialist


Location: Offshore / Onshore Project

Employment Type: Contract / Project-Based

Function: HV / Transmission


Position Overview

We are seeking an experienced Senior Authorised Person (SAP) / Transmission Specialist to support the safe integration, commissioning, and operation of high-voltage electrical systems across offshore and onshore project environments.

The Senior SAP will provide technical leadership and electrical safety oversight across HV, MV, and LV systems, ensuring compliance with applicable electrical safety rules, country-specific legislation, and project procedures.


The successful candidate will be responsible for coordinating electrical activities, supervising Transmission Specialists and Operators, reviewing RAMS and Method Statements, and maintaining the safety and integrity of the electrical network throughout construction, commissioning, and operational activities.


Key Responsibilities

  • Act as the Senior Authorised Person (SAP) for HV/MV/LV electrical systems.
  • Ensure compliance with applicable electrical legislation, regulations, and project-specific Electrical Safety Rules.
  • Provide operational and technical guidance on high-voltage electrical installations, including:
  • Wind Turbine Generators (WTGs)
  • Offshore substations
  • Onshore substations
  • HV submarine cables
  • HV onshore cables
  • Associated MV/HV/LV plant and equipment
  • Coordinate and oversee MV/HV/LV commissioning activities throughout the project construction and commissioning phases.
  • Ensure the safe commissioning of grid connections, substations, and associated electrical systems.
  • Oversee all MV/HV/LV operational activities to maintain the safety, security, and integrity of the electrical network.
  • Plan, coordinate, and oversee electrical switching and isolation activities both offshore and onshore.
  • Prepare, review, and approve high-voltage switching schedules.
  • Review RAMS, Method Statements, and other high-voltage scopes of work from an electrical safety perspective.
  • Manage and control electrical safety documentation and permits.
  • Coordinate safety activities related to electrical operations.
  • Delegate work scopes and responsibilities to Transmission Specialists and Operators.
  • Manage resource planning and rotations for Transmission Specialists and Operators on site.
  • Inspect work sites and conduct electrical safety inspections and audits.
  • Develop and implement electrical safety procedures and site-specific instructions.
  • Coordinate with relevant grid/network stakeholders and participate in commissioning panel meetings.
  • Support outage management and network control in coordination with Control Engineers.
  • Update and maintain MV/HV/LV electrical schematic diagrams.
  • Provide training and guidance to relevant personnel in accordance with electrical safety rules.
  • Mentor and support HV Authorised Persons (APs) during field training.
  • Participate in audits, candidate assessments, authorisations, and competency evaluations.
  • Provide technical input during the design, pre-commissioning, and commissioning phases of the project.
  • Promote effective coordination, communication, and safe working practices across all project parties.


Key Deliverables

  • Input into commissioning management manuals and associated project documentation.
  • Support for pre-commissioning and commissioning quality plans.
  • FAT and SAT reports for HV electrical equipment.
  • Verification and review of switching programs on site.
  • Participation in resource and work activity planning.
  • Technical input into project design and engineering activities.
  • Participation in electrical audits and assessments.
  • Support for the authorisation and competency assessment of new HV personnel.


Decision-Making Authority

The Senior SAP will have authority and responsibility for:

  • MV/HV switching and electrical isolations.
  • Issuing and managing applicable electrical safety documentation.
  • Managing and coordinating the SAP permit office and associated operational personnel.
  • Ensuring that electrical activities are carried out safely and in accordance with the applicable Electrical Safety Rules.


Qualifications & Requirements

  • Several years of HV electrical operations and commissioning experience.
  • Strong background in high-voltage electrical systems, preferably within offshore wind or a similar offshore energy environment.
  • Appropriate electrical qualifications and technical background relevant to the required authorisation scope.
  • Minimum 3 years of experience working with onshore substation systems.
  • Demonstrated experience with HV/MV/LV commissioning, switching, isolation, and electrical safety procedures.
  • Experience reviewing RAMS and Method Statements for electrical works.
  • Experience supervising or mentoring Authorised Persons and electrical teams.
  • Knowledge of applicable country-specific electrical standards, legislation, and regulations.
  • Strong understanding of electrical safety systems and permit-to-work processes.
  • GWO training must be complete and current.
  • HUET with CA-EBS, where required by the project/site.
  • Ability to meet site-specific offshore requirements, including climbing gear/person weight limitations where applicable (maximum 120 kg / 264 lb).


Preferred Experience

  • Offshore wind experience.
  • Offshore substation experience.
  • Experience with HV transmission systems and grid connections.
  • Experience coordinating with national grid/network operators.
  • Previous experience working as a Senior Authorised Person or equivalent HV Authorised Person.
  • Experience with offshore and onshore cable systems.

The ideal candidate will be a highly experienced HV electrical professional with strong operational and commissioning expertise, capable of taking senior responsibility for electrical safety and network operations. You should be confident making critical decisions regarding switching, isolation, commissioning, and safe systems of work while effectively coordinating multidisciplinary teams across offshore and onshore environments.
