Job description

Position Summary
 
Seeking an IT Finance Program Manager with strong expertise in Clarity PPM, Apptio TBM, budgeting, forecasting, and IT financial governance. This role partners with Finance, PMO, and Engineering to drive cost transparency, optimize IT investments, and ensure accurate portfolio financial management across a large enterprise—preferably in healthcare or regulated industries.
 
Key Responsibilities
 
Lead AOP, forecasting, QBRs, and IT portfolio financial governance.
 
Manage CapEx/OpEx planning, labor modeling, vendor spend, and variance analysis.
 
Configure and optimize Clarity PPM (financials, resource planning, time tracking, dashboards).
 
Manage Apptio TBM cost models, allocations, TCO, run/change analytics, and cost transparency.
 
Coordinate data across Clarity, Apptio, ERP, and HRIS systems; ensure financial accuracy.
 
Deliver executive-ready dashboards (Power BI/Tableau) and actionable financial insights.
 
Advise leadership on investment performance and optimization opportunities.
 
Required Qualifications
 
8–12+ years in IT Finance or Program Management.
 
Hands-on Clarity PPM & Apptio TBM experience (required).
 
Strong financial acumen: TCO, capitalization, depreciation, cost allocation, chargeback/showback.
 
Experience with ERP (SAP/Oracle), HRIS (Workday), BI tools, and large IT portfolios.
 
Excellent stakeholder engagement and executive communication.
 
Preferred
 
Healthcare payer/PBM/regulatory industry experience.
 
PMP, TBM EP, SAFe PM/PO, or ITIL certifications.
 
Experience improving TBM/PPM governance and financial processes.
