Job description

Merakey is seeking a Program Manager for its Female Recovery Home in Philadelphia.

Program Details:Fresh Starthousing and supportive service programs for adult men and women were developed to work with individuals with a history of homelessness, chemical dependency, and/or varying degrees of behavioral health issues. Fresh Start is currently operating 265 housing beds and supportive services in collaboration with the Philadelphia and Coatesville VA Medical Centers and the Philadelphia Office of Addiction Services (OAS). In addition, Fresh Start provides transitional and permanent "self-pay" housing options. In collaboration with the Pennsylvania Department of Military and Veterans Affairs, Fresh Start also offers veterans' mobile care coordination, outreach, and advocacy services.

Position Details:

  • The Program Manager oversees the day-to-day operations of an assigned DBHIDS- and SCA-funded Recovery House, ensuring compliance with DDAP licensing, NIAC audit standards, and organizational policies.
  • Under the supervision of the Director, the Program Manager ensures resident services, documentation, safety protocols, and program operations are executed consistently and effectively.
  • The Program Manager supervises recovery house staff, manages admissions and discharges, maintains accurate and compliant records, and ensures the site meets quality and audit requirements set by DBHIDS, DDAP, and the SCA.

This role implements house-level procedures developed at the Director level and provides timely updates, documentation, and feedback to support overall program oversight.
