Description POSITION SUMMARYTheDrinking Water Compliance Program Manageroverseasand managesstateand federalplanning,permitting,andregulatorycomplianceactivitiesfor Englewood Utilitiesโ waterproduction,engineering design,treatment,clean water act, anddistributionactivities.The positionwillensure all compliance reporting and tracking requirements are met andserveas the pointof contact for internal staff and liaison to outside regulatory agenciesandstakeholders.
REPORTING RELATIONSHIPSReports to: Utilities EnvironmentalCompliance Manager
Direct Reports: None
ESSENTIAL DUTIES & RESPONSIBILITIES- Serves as the CityโsBackflow Prevention and Cross-connection Control ProgramManager.Directs the backflow teamโsworkflowand tasks.
- Serves as the CityโsAdministrative Contact to the Colorado Department of Public Health and Environment (CDPHE) fordrinking waterregulatorycommunications.
- Preparesmonitoring plans, extension applications, andregulatoryreports forsubmissionto the Colorado Department of Public Health and Environment (CDPHE.)
- Prepareaccuratewritten scientific reports,maps,memoranda, meeting summaries, permit applications and authorizations, and compliance documentsfor internalutilitystaff and outside stakeholders.
- Performs regulatory research for engineering staff and operational stafftohelp themcomply withregulations in their design plans, contracts, method of proceduresetc.
- Provides regulatory training to engineeringandoperations and maintenance staffon regulatory requirements andfuture regulatory developmentto ensurecompliance withstate regulatory requirements.
- Participate in engineering planning meetings to ensure compliance withregulations andassistin design planningand operations and maintenancedirection.
- Maintains a regulatory calendar and ensuresallUtilitystaff is aware andcomplies withstate drinking water regulations. Conducts proactive outreach to determine department needs.
- Project manager for operational maintenance projects. (Prepares RFP and RFQs -LCRphase I andBSI survey inspections contracts.)
- Prepares standard operations procedures for regulatory monitoring, backflowpreventionand cross connection control program, and operational
- Representsthe City in thedevelopment and revisions of regulations, policy, and guidance through stakeholder groups and collaborative efforts withCDPHE,utilitystaff, consultants, and attorneys.
- Stays apprisedandparticipatesin EPA and state rulemakingactivitiesfor drinking water regulations toassistwith planning for future capitalprojects.
- Works withcommunication department to create website messages to City customers and provide direct customer service answering technicalquestionconcerning lead andcopperand backflow prevention and cross-connection control programs.
- Conduct field inspections of public and private backflow devices, cross-connections, and facilities to determine compliance status. Provide recommendations to resolve compliance violations.
- Ensure data collection and reporting compliance with state and federal requirements.Track status of all regulatory compliance requirements.Compliance reporting includes, but may not be limited to, the following:
- Water Quality
- Revised Total Coliform Rule
- Lead and Copper Rule
- Backflow Preventionand Cross-Connection ControlProgram
- Storage tank inspections
- Unregulated Monitoring
- Performs other associated duties as assigned andrequired.
Bachelorโs degree inenvironmental science,environmental engineering,watershed science,biology,environmental chemistry,civil engineering,natural resources, or related field.Equivalent professional experience in regulatory compliance and/or environmental programswill also be consideredinplaceof education experiencethat isoutside of the list above.
RELATED WORK EXPERIENCETen Yearsofexperienceinmunicipal waterregulatory compliance and associated activities includingdatamanagement, regulatory research, reporting, and monitoring.
LICENSES, REGISTRATIONS, or CERTIFICATIONSCertifications and/orLicensures: Nonerequired.
Required DriverโsLicense: Valid Colorado driverโs license and a clear or acceptable MVR
NECESSARY SPECIAL REQUIREMENTSIn addition to above requirements: new hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person interviews, reference checks, and background checks, which may include local police check, DMV check, drug screen, and fingerprint checks through CBI/FBI.

WORKING CONDITIONSWork is performed in a standard office environment, requiring sitting for extended periods,and occasional light lifting (up to 15 lbs.).Job requires visual and physical capabilities to work on computers and associated equipment for prolonged periods(4-6 hours daily).Work is also performedwithin treatment facilities and out in the distribution system.Fieldworkmay require prolonged periods of standing, walking, and crouching.
