Job DescriptionOverview

The Technical Lead role will be hired under the Engineering Management Centre of Excellence group within the Engineering Management Technical Professional Organization (TPO) of Engineering Services Canada. The Technical Lead role will play a support role in the delivery of Engineering Services on a transformative transit infrastructure project in Calgary.

The project is completing detailed design and transitioning into procurement and construction. The Technical Lead will provide clear and practical technical leadership across all elements of the program, including oversight of the design contractor. The role maintains program-wide engineering governance to ensure the design meets the Technical Performance Requirements and the needs of key stakeholder. The Technical Lead advises the Project Director and Client leadership on significant engineering decisions, technical risks and overall design readiness. A key focus is ensuring that design development and submittal reviews are completed efficiently and in line with the project schedule. As the project moves into procurement and construction, the Technical Lead supports technical evaluation of bids, reviews technical RFIs, and works with the designer to assess change notices and non-conformance reports. The role oversees engineering coordination across civil works, rail systems and rolling stock within a multi-package delivery model. This includes managing contract interfaces to ensure the railway is safe, operable and maintainable. The Technical Lead works proactively to resolve issues, manage integration risks and maintain steady progress toward construction and operational readiness. In addition, the Technical Lead leads a multidisciplinary team of approximately 40+ engineers and subject matter experts, manages technical budgets and resource planning, and maintains straightforward performance reporting through KPIs and risk registers. The role ensures engineering delivery remains aligned with schedule and commercial objectives while maintaining effective working relationships with client representatives and contractors on a high-profile infrastructure program.

You will be embedded within the client office team environment, and as such you are required to be in the downtown project office, for the full working week.

Reporting to the Director of Operations, the candidate will be assigned to the project to support and will have project reporting to the Project Director.As part of the Delivery Partner team, the role involves coordinating with multidisciplinary teams, ensuring compliance with engineering standards, and contributing to the successful delivery of transit infrastructure on time and within budget.

  • Act as senior technical advisor to the project leadership and client.
  • Lead identification and management of engineering risks, ensuring issues are addressed early and escalated where necessary.
  • Provide oversight of key technical decisions affecting scope, cost and schedule.
  • Ensure design progresses in line with the project scheudle and performance measures.
  • Maintain technical assurance through procurement and into construction.
  • Coordinate across civil, systems and rolling stock contracts to resolve interface issues and support smooth delivery.
  • Lead and manage a multidisciplinary team of approximately 40+ engineers and subject matter experts.
  • Oversee technical resource planning and forecasting.
  • Maintain clear reporting through dashboards, risk registers and change control processes.
  • Support technical input to procurement activities and bid evaluations.
  • Work closely with Client representatives and construction management teams.
  • Ensure engineering delivery supports safety, operational and commercial objectives.
About you
  • Degree in Engineering (Civil, Systems, Electrical, Mechanical or related discipline).
  • 15+ years' experience delivering major rail or complex infrastructure programmes.
  • Experience managing engineering budgets.
  • Experience leading multidisciplinary engineering teams (20+ personnel).
  • Experience working within multi-contract or Design-Bid-Build delivery models.
  • Experience in risk management and quality control, and a thorough understanding of project management processes and methodologies.
  • Practical experience in systems integration across rail infrastructure and rolling stock.
  • Strong stakeholder management skills.
  • Excellent leadership, communication, and interpersonal skills, with the ability to work effectively with a wide range of stakeholders.
  • Must be willing to travel to project sites, as required.
  • Must be willing to work 5 days a week at the project site or office.
  • Desirable:
    • Professional Engineer designation (APEGA or equivalent).
    • Experience on publicly funded or high-profile infrastructure programmes.
    • Experience supporting procurement and contractor technical evaluations.
    • Background in urban LRT systems.
    • Knowledge of the Calgary Green Line.
