Job description

The non-exempt job classification is covered under The McNamara-O'Hara Service Contract Act (SCA) and the contract's collective bargaining agreement (CBA). Service employees are compensated per the prevailing wage rates and fringe benefits that are set by the U.S. Department of Labor (DOL) Wage and Hour Division's WDs 29 CFR Part 541 and 29 CFR 4.163(f), unless otherwise modified by a CBA between labor and management.


Job Summary

The Household Goods Specialist explains entitlements and procedures to military members and Department of Defense (DoD) civilian employees shipping and/or storing personal property in accordance with Joint Travel Regulations (JTR), Federal Travel Regulation (FTR), Defense Transportation Regulation (DTR) Part IV - Personal Property, or other Military Service regulations. Provides courteous and efficient personal property movement services. Personal property includes household goods, unaccompanied baggage, mobile homes, boats, privately-owned vehicles (POV), and non-temporary storage. The Household Goods Specialist works under the supervision of the Transportation Supervisor who provides direction and work policies. Refers complex cases to supervisor for clarification or interpretation of policy, procedures, and regulations.


Essential Functions:

  • Briefs personnel the extent of transportation allowances and entitlements to ship property at government expense, place property in temporary/non-temporary storage, restrictions at the next temporary or permanent duty station, responsibility for overweight charges, responsibility for charges incurred by exceeding the authorized storage period, shipment of privately owned motor vehicles and mobile homes.
  • Advises property owners about Full Replacement Value (FRV) Insurance that is provided by Transportation Service Providers. When individuals have lost, damaged or molded household good items due to improper storage or shipment provides guidance regarding the claims process to include timelines that must be met for settlements processing.
  • Ensure individuals have all required documentation, orders, and amendments. Interprets individual's orders to determine and fully explain authorized entitlements and weight allowances to the member and/or their agent. Receives, monitors, and processes all mail-in applications. Maintains shipment records, prepares, and processes shipping and storage documents using the automated transportation system(s).
  • Assists personnel who ask for help when they "Self-Counsel" using the Defense Personal Property System (DPS) to arrange the movement and or storage of their personal property.
  • Coordinates with property owners, carriers, agents, inspectors, and other installations and clears inbound shipments for direct delivery to a residence or for placement in storage-in-transit (SIT). When requested arranges with commercial carriers for re-weigh of shipment. Ensures a Quality Control representative witnesses all reweighs to maximum extent possible.
  • Researches, compiles, types and submits multiple reports, documents, messages, forms, letters and rates, pertaining to the shipment and storage of personal property. Responsible for the adequacy and accuracy of the final product.
  • Establishes, prepares, and maintains all files related to the shipment or storage of personal property.
  • Receives, reviews, interprets, and applies new and revised changes to multiple service regulations, rates, tariffs, tenders, and routing guides.
  • Counsel personnel who wish to perform a Personally Procured Move (PPM) of personal property and assist in closing out vouchers in accordance with Defense Finance and Accounting Service (DFAS).
  • Understand and meet established productivity and quality control goals associated with assigned functional area / process.
  • Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc.
  • Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals.
  • Adhere to government, contract, and company policies and procedures.
  • Ability to use e-mail to receive and disseminate workload tasks and information.
  • Maintain a safe and secure work environment.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc.
  • Adhere to PTi's quality, safety, and environmental standards

Working Conditions and Physical Demands

  • The employee may be required to frequently handle equipment/supplies weighing up to 50 pounds individually and occasionally items weighing more than 50 pounds with assistance
  • Must be able to exert moderate physical effort in the loading, unloading, and arranging of equipment/supplies as applicable to position.
  • Could work inside and/or outside in dirty and dusty environments, and occasionally be exposed to hot, cold, damp, and drafty weather conditions while handling equipment/supplies.
  • Be able to perform work on hard or uneven surfaces.

Qualifications

Experience:

  • Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint

Skills:

  • Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively
  • Attention to detail and excellent follow up skills

Certificate, License, Registration, etc.:

  • US Citizen
  • Must possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required.
  • Completion of company mandated training applicable to position.
  • Possess a valid Driver's License

Education

  • Minimum high school diploma or GED

Preferred Qualifications

  • Current active SECRET security clearance
  • Military experience
