Job description

Senior Rolling Stock Engineer

MTA Metro-North Railroad is a dynamic organization, operating out of the jewel of New York City, Grand Central Terminal. We provide service to over 86.5 million customers, traveling in and out of New York and Connecticut. A subsidiary of the Metropolitan Transportation Authority, Metro-North Railroad is one of the busiest commuter railroads in the nation. JOB SUMMARY

Provide critical support in the management and direction to progress capital projects related to various types of equipment work including specification development and project management for rolling stock procurements, acquisition and overhauls.

DUTIES AND RESPONSIBILITIES

  • Preparation of technical specifications for new equipment, and the overhaul of existing equipment utilizing the latest methods, procedures, and technology and participate in the overall Capital Program Execution.
  • Performs the engineering and design oversight for rolling stock equipment programs. This includes attending design reviews, qualification testing, First Article Inspections. Participates in specification development, and proposal evaluation.
  • Technical evaluation of contractor/consultant design submittals.
  • Inspection of Rail Equipment while in the manufacturing process at Contractor's site or facilities
  • Interface with Capital Rolling Stock stake holders: Operational Departments such as Maintenance of Equipment; Maintenance of Way; Transportation as well as Safety and Capital Planning departments with regards to operational requirements and needs.
  • Provides technical support and direction to the operation of test trains for equipment acceptance after delivery.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable

KNOWLEDGE, SKILLS AND ABILITIES

Required:

  • Strong knowledge of Electric Multiple Unit (EMU), Coach and Locomotive mechanical and electrical systems. Poses substantial experience in Propulsion, Auxiliary Power, Event Recorder, Communication, Doors, Lighting and Power Collections systems dynamics and component design.
  • Strong technical, analytical and problem-solving skills.
  • Ability to lead production and review of Technical & Instructional documentation and correspondence.
  • Working knowledge of micro-processor control diagnostic systems and car borne software as used on rail vehicles.
  • Excellent interpersonal skills with the ability to work effectively with all levels in MNR, MTA agencies, federal agencies and outside sources.
  • Familiarity with FRA regulations, APTA standards as well as other industry related engineering standards.
  • Strong knowledge of electrical and mechanical maintenance practices.
  • Strong written and oral communication skills to include technical writing skills for development of correspondence, Reports, Procedures and Technical Instructions.
  • Knowledge of standard safety practices rules and regulations in a railroad environment.
  • Knowledge in the review and development of drawings, specifications, and technical reports.
  • Understanding of project management principles.
  • Familiarity with Critical Path Method (CPM) Scheduling.
  • Familiarity with budget developments and control.
  • Familiarity with ISO 9000 and Quality Assurance standards and practices.
  • Working knowledge of Microsoft Office and/or comparable applications, CAD/CAE software applications.

The following is/are preferred:

  • Familiarity with Metro-North Railroad operations and its corporate structure.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Mechanical or Electrical Engineering.
  • Minimum 5 years of experience in passenger railcar/locomotive design and/or maintenance environment or graduate of the Metro-North Railroad Associate Engineer Program.
  • Minimum 3 years of experience managing staff, process, and/or projects.

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
  • Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying. Additionally, eligibility to interview is contingent upon maintaining a satisfactory record of job performance, attendance, and disciplinary conduct.
