ATS+Partners is seeking an RPA &Insurance Portal Automation Engineer to own the robotic process automationlayer of the City of Brockton's AI automation initiative, with a specific focuson the insurance carrier portal interactions and reconciliation workflows thatrepresent the most operationally complex component of the engagement. Thiscontractor addresses a critical gap against Comparative Criterion B of the RFP,which requires demonstrated experience automating Vehicle InsuranceReconciliation and, advantageously, Health Insurance Reconciliation.

Many of the City's insurance carrier portals,state licensing databases, and vendor registration systems expose noprogrammatic API, requiring a capable RPA practitioner who understands how tobuild reliable, supervised automations that interact with live web interfaces.The contractor will design, build, test, and deploy UiPath and/or PowerAutomate workflows that retrieve insurance certificates directly from carrierportals, validate coverage data against the City's fleet registry, and supporthealth insurance enrollment reconciliation against carrier billing records -all within a compliance-controlled Azure Government Cloud environment.

PRIMARY RESPONSIBILITIES
  • Design and develop UiPath or Power Automate RPAworkflows for Vehicle Insurance Certificate Reconciliation, includingauthenticated session management with carrier portals and direct certificateretrieval.
  • Build and maintain the insurance coverage matrix:per-vehicle coverage tracking, expiration date monitoring, and automated90/60/30-day renewal alert generation.
  • Implement intelligent RPA (iRPA) using semantic elementtargeting so automations are resilient to carrier portal UI changes - targetingelements by role and label, not screen coordinates.
  • Establish and manage a supervised execution frameworkfor the initial 50+ executions of each portal automation, documenting pass/failbehavior before transitioning to unattended operation.
  • Build portal change detection monitors that alert theteam when a carrier portal's structure changes materially, preventing silentautomation failures in production.
  • Implement ACORD certificate parsing logic for theinsurance reconciliation pipeline, handling layout variability across dozensofcarrier formats with pre- and post-OCR validation.
  • Configure carrier authentication workflows that verifycertificate legitimacy through direct portal query, not reliance onself-submitted certificates alone.
  • Support Health Insurance Reconciliation automation:build enrollment comparison logic identifying members billed but not enrolled,enrolled but not billed, tier mismatches, and dependent eligibilitydiscrepancies.
  • Store all portal credentials in Azure Key Vault; ensureno credentials appear in automation scripts, configuration files, or logs.
  • Log all portal sessions with full replay capability foraudit compliance; ensure RPA activity logs integrate with the Azure LogAnalytics immutable audit trail.
  • Provide RPA workflow documentation, operator SOPs, andtroubleshooting guides for City IT staff responsible for monitoring automationsin Phase 5.
Requirements REQUIRED QUALIFICATIONS
  • UiPath or PowerAutomate: 3+ years building and deploying production RPA workflows, includingunattended automation
  • Insurance portalautomation: documented experience automating web interactions with insurancecarrier portals, including certificate of insurance retrieval or verification
  • Credential andsecrets management: experience using Azure Key Vault, HashiCorp Vault, orequivalent for secure credential storage in RPA workflows
  • ACORD forms orcertificate of insurance processing: experience with variable-formatinsurance document handling
  • Azure cloud:working knowledge of Azure-hosted RPA infrastructure, Azure Active Directory,and service principal authentication
  • Vehicle insuranceor fleet insurance data management: experience with fleet-level coveragevalidation, VIN-based tracking, or commercial auto insurance reconciliation
  • API integration:ability to combine RPA with available APIs where they exist, using hybridAPI-plus-RPA patterns
  • Intelligent RPA(iRPA): experience with semantic/AI-assisted element targeting for resilienceagainst portal UI changes
  • Regulatedenvironment experience: prior work in government, insurance, or healthcareenvironments with compliance logging requirements
