Job description

**Active Secret (minimum); Top Secret/SCI eligibility desired**

Program Overview

CRS is seeking a Knowledge Management Analyst to support execution of a Blanket Purchase Agreement (BPA) delivering Enterprise Knowledge Management (EKM) services to a U.S. Combatant Command headquartered at MacDill Air Force Base in Tampa, Florida. The BPA supports the Command Headquarters, its Component Commands, and its Theater Special Operations Commands (TSOCs), spanning multiple CONUS and OCONUS locations across a broad Area of Responsibility (AOR) and operating across unclassified and classified networks.

This position executes day-to-day knowledge capture, content organization, and platform support work for the program, with recurring contributions to records and repository management and to end-user training and organizational change management across the enterprise.

Position Summary

The Knowledge Management Analyst shall structure, tag, and organize enterprise content in accordance with Command taxonomy, metadata requirements, naming conventions, and content lifecycle practices, and shall configure and sustain the portals, workflows, and collaboration environments that serve as authoritative locations for knowledge creation and retrieval.

The individual shall support knowledge capture and transfer activities, document processes using standard modeling practices, prepare knowledge assets for the dashboards and analytic tools that depend on structured data, and deliver the training and reference materials that drive user adoption across the Headquarters, Components, and TSOCs.

Key Responsibilities
  • Structure, tag, and organize enterprise content using Command or higher headquarters taxonomy, metadata requirements, naming conventions, and content lifecycle practices so information remains discoverable, authoritative, and aligned with enterprise content management standards.
  • Support the capture and transfer of tacit and explicit knowledge through battle rhythm support, knowledge bases, structured collaboration, After Action Reviews, Lessons Learned, and Best Practices harvesting.
  • Configure and sustain enterprise portals, workflows, and collaboration workspaces so they function as authoritative locations for organizational knowledge creation and retrieval.
  • Optimize platform navigation, templates, and workspaces to improve information-sharing efficiency across the Headquarters, Components, and TSOCs.
  • Prepare knowledge assets for dashboards, workflows, and analytic tools that rely on accurate, current, and structured data supporting leadership decision cycles.
  • Maintain the SharePoint term store, controlled vocabularies, and metadata schemas so organizational taxonomies remain accurate, current, and aligned with governance requirements.
  • Document processes using standard modeling practices and produce clear technical and end-user documentation supporting implementation, governance, and adoption across the enterprise.
  • Support process identification, mapping, analysis, and improvement activities that promote documentation, repeatability, and error reduction.
  • Support records identification, classification, tagging, and application of approved disposition schedules in coordination with the records management team, and validate metadata accuracy and folder structure integrity following migrations or system updates.
  • Deliver KM competency training for staff and practitioners, and produce user guides, quick-reference materials, standard operating procedures, and knowledge articles supporting onboarding and sustainment.
  • Monitor user adoption, identify process bottlenecks, and recommend enhancements based on lessons learned and operational feedback.
  • Coordinate with KM leads across Components and TSOCs to support consistent implementation of KM tools, governance, and practices.
Required Qualifications

The following qualifications are mandatory for this position:

  • Shall be a U.S. citizen and shall possess an active Secret clearance, with the ability to obtain and maintain a Top Secret clearance with SCI eligibility.
  • Bachelor's degree in a related discipline, or an equivalent combination of education and directly relevant experience.
  • A minimum of three (3) years of knowledge management, information management, content management, or business analysis experience.
  • Hands-on experience administering or supporting MS SharePoint (on-premises and/or Online) and the M365 suite, including Teams and Power Automate.
  • Demonstrated ability to apply taxonomy, metadata, and naming conventions to enterprise content at scale.
  • Clear technical and end-user writing skills, with work samples such as SOPs, job aids, or user guides.
Desired Qualifications

The following qualifications are strongly desired and will be viewed favorably:

  • Active Top Secret clearance with SCI eligibility.
  • Experience supporting a Combatant Command, Service headquarters, or SOF organization.
  • Experience building solutions with Power Apps and Power Automate.
  • Familiarity with records management concepts, retention schedules, and functional file plans.
  • Experience producing process maps using recognized conventions (flowcharts, swim lanes, BPMN).
  • Experience developing and delivering end-user training, both virtual and in person.
  • Microsoft or knowledge management certification (e.g., MS-900, PL-900, Certified Knowledge Manager).
  • Experience working across NIPRNet and SIPRNet enterprise environments.
Attributes of a Successful Candidate
  • Meticulous about metadata and naming understands that small inconsistencies compound into unfindable content.
  • Genuinely curious about how staff sections actually work, not just how the process diagram says they work.
  • Writes plainly enough that a busy action officer will actually read the job aid.
  • Self-directed on recurring content and platform hygiene without needing to be tasked.
  • Comfortable working across unclassified and classified networks and adapting to the security constraints each environment imposes.
