Digital Consultants is seeking an Engineer 3 to provide technical support to the Navyโ€™s Fleet Submarine Very Low and Low-Frequency Broadcast Engineering Support team.

Duties to include:
  • Provides installation, technical expertise, and training for all telecommunications equipment and components.
  • Installs, configures, terminates, and tests all telecommunications equipment, cables, connectors, and interfaces.
  • Performs intricate alignment and calibration procedures to ensure telecommunication systems are operating efficiently.
  • Maintains telecommunication equipment and component inventory, asset management, and facilities and fixed installations at various company and/or client sites.
  • Resolves RF system operational problems by troubleshooting and performing fault isolation. May supervise telecommunications technicians and outside contractors providing technical support.
  • Diagnoses equipment malfunctions and performs maintenance and repairs based upon manufacturer specifications and recommendations.
  • Responsible for engineering and/or installation activities within the telecommunications function including network design, engineering, implementation, diagnostics, and operations/user support.
  • Gathers technical requirements, conducts surveys, and engages with clients, construction crews, utility personnel, and various company departments.
  • Maintains effective communication with external vendors placing orders for circuits and equipment as necessary, utilizing specific test equipment, and terminal configuration knowledge.
  • Tests, troubleshoots, and repairs circuit boards/cards.
  • Proficiently handles wiring and cabling installation and termination tasks.
  • Serves as a technical specialist for the resolution of complex RF system problems.
  • Provides field reporting as required.
  • Troubleshoots and repairs analog radio frequency equipment, including high power amplifiers.
  • Communicates and understands high voltage electricity.
Requirements
  • Ten (10) years of practical experience in RF Communication Systems.
  • Four (4) years of experience, including installation of such equipment.
  • One (1) year of experience, including design, preparation, and modification of engineering documents, and drawings.
  • Must have experience in analog circuit design, circuit analysis software, RF circuit theory and operation, and experience with MultiSIM or PSPICE.
  • Knowledge of electricity and radio theory, including transistors, solid-state components, vacuum tube theory, and digital techniques applying to ground radio communications.
  • Ability to interpret and implement electronic, electrical, mechanical, and installation drawings.
  • Proficiency in using miscellaneous test equipment such as oscilloscopes and signal generators.
  • Deep understanding of electrical and electronic theory.
  • Experience in circuit modeling and design.
  • Knowledge of NAVELEX 0101,110 (series) criteria and its practical applications.
  • Methodical engineering approach with exceptional attention to detail.
  • Understanding/experience with PLC programming.
  • Experience in system installation planning and execution, including familiarity with MS Project.
  • System Operational Verification Test (SOVT) and Pre-installation and Test Checkout (PITCO) experience.
  • Mathematical aptitude.
  • Strongly desired: Electrician or Electrical installation knowledge.
  • Experience with Multisim program.
  • Motor control center/ Programmable Logic Controls (PCC).
Clearance: Secret Education:

BS degree in Software Engineering, Computer Engineering, Computer Science, Electrical Engineering, Mathematics or Physics.

Experience:

Six (6) years of experience with high powered radio transmitters, antenna tuning systems, antennas, electromagnetic propagation and allied fields, to include: Systems Analysis, Systems Architecture, Systems/Equipment Support, Test and Evaluation, and Logistics support of C4ISR requirements. Three (3) years of technical experience in support of installing, modifying, repairing or testing high power radio transmitting systems. Experience may be achieved simultaneously.

OR Education:

High School Diploma, Technical School Certificate, or equivalent military training.

Experience:

Ten (10) years of experience with radio transmitters, antenna tuning systems, antennas, electromagnetic propagation and allied fields, to include: specialized experience with installation, test and evaluation of VLF/LF submarine broadcast transmitters.

Software Engineer or computer related degrees only: Working towards the following certifications within one and a half year after assuming duties: Professional Software Engineering Master (PSEM)/ Certified Software Development Professional (CSDP) or with COR approval complete a vendor/platform specific certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), CISCO Certified Design Professional (CCDP), Oracle Certified Professional (OCP), etc.)
