Role Summary

Due to consistent client requests, Boswell is seeking a Utilities Project Development Project Manager to oversee electrical infrastructure projects (like substation, transmission or distribution lines) from inception through the pre-construction phase. This Project Development PM will manage project scope, schedule, and budget to mitigate risk and ensure constructability before releasing the project for actual construction (to other PMs).

Key Responsibilities 

  • Scope & Portfolio Management: Develop detailed project scopes, refine budget estimates, and balance the 10-year capital portfolio
  • Pre-Construction Oversight: Own project development phase to ensure constructability, manage risks, and adhere to internal project lifecycle management processes
  • Financial & Data Analysis: Perform financial analysis, cost forecasting, and data mining using enterprise systems
  • Stakeholder Coordination: Interface with internal teams, external contractors, and leadership to communicate portfolio goals, timelines, and resource requirements
  • Safety & Compliance: Champion a safety culture, ensure environmental and regulatory compliance, and align project components with company standards

Qualifications & Requirements

  • Education: Bachelor's degree in Engineering, Business, Finance, or Construction Management
  • Experience: Requires a minimum of 4+ years of related experience in project management, engineering, finance, or electric utility transmission/ distribution oversight directly supporting electrical utility projects
  • Current US Citizenship or Permanent Resident Status is required by Client for site access.

(Note that this is not an Agile, Scrum, Waterfall PM role)

  • Technical Skills: Proficiency in project management software (e.g., Primavera, MS Project), Microsoft Office, PowerBI, and SAP data mining
  • Soft Skills: Exceptional written and verbal communication, analytical ability, time management, and the ability to present complex data to senior leadership

Pay Transparency: In accordance with local law, the range below is applicable for the job and location associated with this requisition. Actual compensation will vary based on specific relevant experience, education, certifications, and other compensable factors. 

  • Salary Range: $130,000.00 - $160,000.00 / Year
