The SIAAP is looking for a finance service manager. Position based in Maison Laffitte (78). Under the authority of the director of resources and work environment, the finance service manager will pilot the activities of the service, in line with the orientations defined by the SIAAP and in compliance with current regulations. They will allocate resources by optimizing them, control their use and report the results against the performance criteria defined by the budget management process.

- Participate in and/or organize the management dialogue between the management, the site services and the central functional directions of the SIAAP; - Initiate, prepare and pilot the preparatory work for the elaboration of the budget, for each budgetary stage, within the Seine Aval perimeter; - Pilot the elaboration and updating of the multi-year investment programming in conjunction with the operational services and the heritage strategy and prospective service; - Organize and animate the site financial COPILs; - Consolidate and determine the site's budgetary needs and propose pre-arbitrage budgets to its direction; - Write the site's budget notes; - Prepare the allocation/ventilation of credits to the consuming services; - Follow the budget execution, propose adjustments and elaborate the management accounts documents; - Develop an analysis of costs and financial management on the site by developing the internal management control of the site; - Provide the internal management services with the budgetary tools and information to manage their budgets; - Participate in the mastery of budgetary risks; - Report on the results obtained in relation to the objectives pursued (annual activity report, monthly and annual follow-up indicators...)

In terms of service management: - Ensure the management and supervision of the staff of the "Budget" and "Accounting" sectors and the management controller; - Accompany the development of skills and the professionalization of agents; - Animate the service meetings, ensure the diffusion of information, take the necessary decisions for the proper functioning of the teams; - Organize the work and coordination with the "Market-Purchases" service; - Organize the continuity of service

Expected knowledge: - Expertise in the field of public finances (regulation, budgetary and accounting procedures, etc.) - Mastery of public procurement rules - Knowledge of the statutes of the territorial public service - Knowledge of the specificities of the activity, the control management indicators associated - Good practice of IT and office tools (CARL Source, SIS-Marché, Excel, Word, PowerPoint, Coriolis-GEF-SIAAP...) - Knowledge of the tools, techniques, principles and modalities of implementation of budgetary internal control Know-how: - Ability to evaluate and analyze issues and indicators - Ability to argue and work in concertation - Develop a budgetary strategy - Show reactivity - Synthesize information - Analyze data - Prioritize and respect deadlines - Work in network Know-how: - Be rigorous - Have a sense of responsibility, be available and have an initiative spirit - Be autonomous - Have a sense of human relations - Have a sense of responsibility - Show reactivity

Administrative framework A (or technical with experience in finance) Level BAC+5, specialty finance Professional experience: Experience in team management Experience in the field of public finances Ideally 5 years on similar missions

Position open to the following grades of the Territorial Public Service: Attaché, Attaché hors classe, Attaché principal

Art. L332-8 disposition 2 of the general code of the territorial public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has been successful. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
