  • Oversee the activities of the consultant team, including the Construction Management Consultant (CMC) or Design-Build Project Management Consultant (DBPM), depending on the project delivery method.ย 
  • Administer the CMC/DBPM Task Order including, providing monthly status reports, invoices, and hiring/managing sub-consultants.ย 
  • Prepare cost proposals and negotiate timely task orders (other than prime consultant's task order).ย 
  • Perform complex assignments and may lead a team of construction management professionals for anything related to project delivery.ย 
  • Coordinate with the client's construction management staff.ย 
  • Provide and document training of qualified prime consultant and their subconsultant's staff.ย 
  • Prepare contract documents, including scope of work, supplementary conditions, specifications and technical specifications, or project requirements.ย 
  • Assist in the preparation of Request for Information (RFI) responses.ย 
  • Conduct constructability reviews.ย 
  • Support bid process, including attendance at and participation in pre-bid meetings, proposal evaluations, and bid analysis.ย 
  • Perform the services of a contract specialist for procurements related to alternative project delivery methods of Design Build (DB), Progressive Design-Build (PDB), and General Contractor/Construction Manager (GC/CM). The services will include being responsible for leading and managing the procurement process and ensuring compliance with all applicable procurement regulations and policies. These services may include, but are not limited to the following:
    • Develop and manage the procurement process, including procurement schedules, advertisement, pre-submittal/bid meetings, project site visit, evaluation, selection, negotiation, award, and contract execution.
    • Guide and assist project teams in the development of project scope, selection criteria, and scoring.
    • Review technical specifications to ensure compliance with federal and state laws, rules, regulations, and internal policies and procedures.
    • Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and policies and procedures.
    • Conduct responsive/responsibility reviews and use professional judgment in determining responsiveness.
    • Manage the negotiation process, including developing negotiation strategies, performing cost/price analyses, and negotiating contract terms and conditions.
    • Ensure contracts include agreed upon terms, conditions, costs, and other required items, and execute contracts between all parties.
    • Ensure contract files include all essential documentation, and the files are accurate and complete for audit purposes.
