Responsibilities
  • Integrate and harmonize PH data from disparate surveillance and clinical systems to enable multi-domain command and control (MDC2) capabilities.
  • Provide technical support, quality control, and administrative maintenance for the integration of data from ASIMS, DOEHRS (all modules), CarePoint, GENESIS, AFDRSi, ESSENCE, AFSAS, DHASAS, and HPWS.
  • Establish the relationship of available data across these systems to existing data sets, map data elements, and create a comprehensive PH Knowledge Management data dictionary.
  • Develop and maintain Decision Support Systems (DSS) to drive Courses of Action (COAs) and evidence-based public health decisions.
  • Design and implement interactive Dashboards and Heads-Up Displays (HUDs) that translate complex PH data into actionable intelligence for Commanders and Public Health teams at all echelons.
  • Document computer code and macros used for DSS products to ensure government personnel can access, review, and reproduce reports in accordance with USAFSAM programming standards.
  • Align KM CoE outcomes with operational mission requirements and "So What?" metrics.
  • Develop analytical models that correlate public health data directly to the ability of the unit to generate or sustain sorties, space launches, or training pipelines, and reduce operational risk.
  • Assist in identifying and prioritizing PH research and surveillance areas that impact Air Force Medical Command (AFMEDCOM) and Defense Health Agency (DHA) mission priorities.
  • Support the PH, Occupational Epidemiology (OE), and Federated Epidemiology (FE) C3 Team in providing real-time consultation and biosurveillance enhancement.
  • Assist and advise military team leaders on using KM tools for outbreak investigations and the rapid identification of public health trends or threats.
  • Assist in creating and maintaining professional relationships with data creators and Information Technology (IT) staff to ensure the integrity and timeliness of information necessary for integrated air, space, and cyberspace operations.
  • Develop and deliver KM-specific training and curriculum for the Public Health career field.
  • Assist in designing written communication and professional reports for internal and external stakeholders.
  • Provide assistance to data users in producing routine and ad hoc reports, special study methods, and surveillance protocols to enhance organizational performance.
  • Provide conference support by assisting in the preparation of posters, presentations, and manuscripts to brief KM CoE findings at professional forums and military meetings.
  • Assist in granting and managing access to authorized users for the integrated surveillance applications and ensure that all maintained data is current, accurate, and accessible for planning purposes.
Education and Requirements
  • Must be a US Citizen.
  • Possess a Master’s Degree or higher in Public Health, Epidemiology, Biostatistics or other similar master’s level degree as approved by USAFSAM/PHR and strong knowledge of epidemiology, biostatistics, and public health.
  • Shall be current in Health Information Portability and Accountability Act (HIPAA) training or be able to complete HIPAA training within one month of employment to be able to access and process identified medical data.
Qualifications
  • Possess expertise in utilizing surveillance systems and be capable of learning and utilizing the following health surveillance systems: AFDRSi, ESSENCE, Air Force Mortality Registry, Defense Occupational and Environmental Health Readiness System - Hearing Conservation (DOEHRS‑HC), the Executive Information Decision and Support Data Mart (EIDS M2), Standard Ambulatory Disease Registry (SADR), Standard Inpatient Disease Registry (SIDR), and Aeromedical Services Information Management System (ASIMS).
  • Possess the expertise of utilizing (electronic) medical record and laboratory data systems in order to utilize the Armed Forces Health Longitudinal Technology Application (AHLTA), Military Health Systems Genesis (MHS Genesis) and Health Level 7 (HL7).
  • Possess the expertise and capability to utilize Microsoft Office, SAS, SAS Enterprise Guide and at least knowledgeable with using R and/or STATA.
  • Possess the expertise and capability to utilize USAFSAM/PHR data repositories.
  • Possess advanced analytical skills in public health/epidemiology and epidemiological study design and execution. Shall have experience and knowledge of descriptive statistics, measures of association, determining statistical significance, and modeling of data.
  • Possess the expertise and capability to create research protocols for prioritized research areas and submit these protocols to the appropriate institutional review board (IRB).
  • Possess expertise in using descriptive statistics, MS Office, and Adobe Acrobat.
  • Be current in Scientific and Technical Information (STINFO) training and Collaborative Institutional Training Initiative (CITI) or be able to complete training within one month of employment.
  • Epidemiologist shall possess a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this effort. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position. The Epidemiologist shall have a signed NDA in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
  • Experience within a health analytics related field and working with DAF related data is desired.
