Duties This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 19, 2024. As a Operations Research Analyst at the GS-1515-13 some of your typical work assignments may include: * This position in the Data and Analytics Office supports the Defense Personal Property Program (DP3) and its subsequent programs, encompassing customer shipments (domestic and international), household goods storage, vehicle storage and transport, transportation rate and financial, and customer satisfaction analysis. * Utilize mathematical, statistical, and operations research techniques to troubleshoot, solve complex problems, and develop new solutions. Perform quantitative analysis to identify trends, forecast outcomes, and inform decision-making. * Collaborates with business owners to understand requirements, diagnose problems, and performs tailored in-depth rapid analysis delivering actionable insights and supports data-driven decision making. Ensures data and analysis are accurate, reliable, and readily consumable. * Works with and extracts large data sets from diverse data sources. Leads data integration and pipelining efforts, implements data quality measures, applies business rules, conducts data testing, validation, identifies trends, and finds creative opportunities for program improvement and optimization. * Create technical reports, dashboards, and data visualizations using Microsoft Office Suites and DoD's Advana software suite (Databricks, Iquery, Qlik coding in Python, SQL, R) to track program performance, query data, visualize trends and transforms silos of information into data assets, including reporting, dashboards, and other technical reports and presentations. Qualifications You may qualify at the GS-13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: * Performing research, reviews, and analysis, and conducting development studies of operational issues. * Determining sources of data, plans, and using advanced predictive analysis, data visualization, modeling, machine learning, and data science methods to validate study findings and conclusions. * Utilizing scientific inquiry in the independent development of mathematical models and computer programs to support assigned projects, and studies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
