Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
NEW MEXICO ARMY NATIONAL GUARD
NATIONWIDE. All members of the New Mexico Army National Guard or current Active Duty/Reserve military members eligible and wiling to become members of the New Mexico Army National Guard

Help
This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. The primary purpose of this position is to perform a variety of welding in support of maintenance activities.
  • Performs welding duties using electric, acetylene, and/or inert gas shielded welding processes, pre-heating, brazing, head welding, tack welding, flame cutting, pressure welding, and heat treating.
  • Uses templates, jigs, blueprints, and other guides to repair, modify, or fabricate metal items including repair of light or intricately made mechanical parts, which must fit in assemblies where close tolerances are required. Makes numerous types of joints using flat, vertical, horizontal, and overhead positions on light and heavy equipment such as axles, frames, gun mounts and components, carriers, tanks, metal decks constructed of a variety of weldable metals. Welds or reinforces heavy armor plate. Performs precision welding on jigs, dies, engineering and automotive equipment.
  • Brazes dissimilar metals; flame cuts metal to size for fabrication, using regular welding equipment. Utilizes basic sheet metal tools and equipment such as a bender, press, roller, shear, and band saw to repair and/or fabricate a variety of equipment air conditioning and heater duct units, storage cabinets, and components for armored personnel carriers.
  • Reads and interprets blueprints and sketches. Lays out, positions, and clamps work; selects type of rod and size of tip to accomplish weld. Determines heat necessary; adjusts equipment accordingly. Manually maintains proper speed, flame motion, tip and angle, and position of the welding flame to produce desired pattern.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position

Qualifications
Military Grades: Warrant Officer (CW2 and below), Enlisted (E-9 and below)
Compatible Military Assignments: MOS: 88 series, 91 series, and 92 series.
GENERAL EXPERIENCE: Experience or training that has provided the candidate with the basic knowledge of welding processes. Must have knowledge of technical orders, blueprints, and specifications
SPECIALIZED EXPERIENCE: Experience or training demonstrating the application of a variety of electric resistance welding processes and equipment. Experience in using accepted trade methods and a variety of manual welding processes to weld all types of commonly used metals in various shapes, sizes, and thicknesses. Experience using a wider range of metal welding processes to make more difficult welds meeting close tolerance, strength, and other requirements. These welds may be in hard-to-reach places. Experience which allows the welder to devise special jigs and fixtures to hold the parts to be welded. Experience which demonstrates knowledge of several related trade procedures. Experience which enables the lay out and planning of work from blueprints, sketches, drawings, specifications, and work orders.
Education
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Recruitment Incentive: Recruitment Incentives are only authorized to those considered by federal government standards as newly appointed. To be newly appointed it must be the (1) first appointment as an employee of the Federal Government; (2) An appointment of a former employee of the Federal Government following a break in Federal Government service of at least 90 days; or (3) An appointment of an individual in the Federal Government when his or her service in the Federal Government during the 90-day period immediately preceding the appointment was not in a position excluded by § 575.104 and was limited to one or more of the following: (i) A time-limited appointment in the competitive or excepted service; (ii) A non-permanent appointment in the competitive or excepted service; (iii) Employment with the government of the District of Columbia (DC) when the candidate was first appointed by the DC government on or after October 1, 1987; (iv) An appointment as an expert or consultant under 5 U.S.C. 3109 and 5 CFR part 304; (v) Employment under a provisional appointment designated under 5 CFR 316.403; (vi) Employment under an Internship Program appointment under § 213.3402(a) of this chapter; or (vii) Employment as a Senior Executive Service limited term appointee or limited emergency appointee (as defined in 5 U.S.C. 3132(a)(5) and (a)(6), respectively).
Relocation Incentive: An authorized management official approves a relocation incentives paid in accordance with this volume to a current federal employee who must relocate, without a break in service, to accept a position in a different geographic area. Employee must establish a new residence in the new geographical area and maintain residency for the duration of service agreement. Employee must have a current and "Fully Successful" performance appraisal immediately prior to the move.
PROBATIONARY PERIOD: As a condition of employment for accepting this position, you will be required to serve a 2-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
