Job Description Summary

Reporting to the Senior Vice President, National Strategies in the Solutions Division, the Vice President, Housing Access and Opportunity will strategically lead, fundraise and manage programs, teams and budget, implementing the strategic vision and goals of Enterprise as it relates to housing access and opportunity efforts.

Specifically, the Vice President will lead Enterprise's national strategy at the intersection of housing, health, and economic mobility, overseeing teams that advancehigh impactprograms focused on homelessness, rentalassistance,residentservicesand pathways out of poverty. The role willconvene subject matter experts and partners from diverse teams within Solutions Division and across Enterprise todrive integrated approaches that strengthen delivery systems, scale effective models, and align capital, policy, and practice to improvehousingstability, health, and upward mobility forlow-incomehouseholds.Keypriorities include:

  • Modernize rentalassistancesystems to expand housing choice and access, including Housing Choice Voucher (HCV) reform and the exploration of new direct rentalassistancemodels.

  • Leverage cross sector partnerships and Enterprise's capital, policy, and technicalassistanceresources to drive systems transformation and accelerate mobility from poverty.

  • Advanceintegrated housing and service platforms for people experiencing homelessness, while strengtheningandpreserving permanent supportive housing (PSH)organizations andportfolios.

In addition, the Vice President, Housing Access and Opportunity will play apivotalrole in helping to bridge the capabilities of theEnterprise'sSolutions and Community Developmentdivisions.They will create a direct partnership and collaborative work environment with the SVP,[Resident Services/Community Impact]within theEnterpriseCommunity Development(ECD)division to innovate, test, and scale national programs in real time as they are being developed.Theywill partner through regular scheduled meetings and includeECD's Resident Services andCommunity Impact team in program development.They will beaccountable to co-develop the outcomes and data to be captured and integrate results into decision making and research produced.

The Vice President will drivecross functionalalignment to accelerate systems change, working closely with Markets, Advisors, and Policy leaders to integrate housing access, residentservicesand upward mobility strategies at the state, local, and federal levels. The role willpartnerwith Impact & Evaluation to set clear goals, metrics, and milestones; assess progress; andcourse correctas needed to ensure results. The Vice President will also foster a culture of trust and collaboration across teams within Solutions,Enterprise Community Development and Capital divisionsand external partners.

The Vice President of Housing Accessand Opportunitywill be a dynamic, proven subject matter expert and thought leader who can be one of the key external faces of Enterprise overall, and alongside staff, a key external ambassador and fundraiser for Enterprise's programs and projects.

Key responsibilities

  • The Vice President will play a central internal leadership and coordination role, bringing together colleagues across Enterprise who hold different responsibilities,expertise, and lines of sight on housing accessand upward mobility. The Vice President will align priorities, integrate diverse perspectives, and translate insights into cohesive strategies, working closely with Markets and Advisors, as well as teams focused on renter wealth creation, federal policy, research, and other cross organizational efforts. By fostering strong internal partnerships and shared accountability, the role will ensure Enterprise's capabilities are effectively coordinated to advance impact andsystemschange.

  • Managea remote team ofSr. Directors and Directors toset strategies,design,andplanshort-, medium- and long-termgoalsforimplementation,scalingand evaluationofthe housing accessprograms,including ensuring thatobjectivesand outcomes are achievedacross Enterprise workstreams.

  • Ensure efficient implementation and accountability for housing access and upward mobility work across Enterprise whilemonitoringand communicating trends and their implications for organizational strategies and priorities.

  • Accountable for developing and managingtheteam budgetalong withallawardedgrants and contracts.

  • Define and manageclear roles and responsibilities within the housing accessand upward mobilityteams to advance program goals and support staff development through meaningful opportunities for learning and growth.

  • Serve as subject matter expert indivision-wide forums and processes (including peer networks, communities of practice, Solutions Training Academy, intake process).

  • Represent Enterprise in external meetings with both housing, service, philanthropy, investors and other partners including workshops, conferences, and other events

Qualifications

  • Minimum of 10 years leadership experience innonprofit, government, or philanthropy, overseeing multiple programs or contracts,ideally at an organization serving low-income communities.

  • Bachelor's degreerequired; advanced degree inpublic policy,community and economic development,social workand ora related field is strongly desired.

  • Demonstratedtrack recordof collaboration with multi-sector partners.

  • Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations.

  • Experience leading others to new levels of effectiveness and programmatic impact.

  • Excellent communication skills, both written and oral, with the ability torepresentthe organization externally across a wide range of stakeholders and constituencies.

  • Strong relationshipbuilderwith the ability to find common ground, buildconsensus,and strengthen collaboration among diverse stakeholders.

  • Strong community awareness and astuteness.

Salary Transparency

You will be joining a team of talented professionals motivated by serving the community and addressing the need for affordable housing.

Enterprise offers a comprehensive total rewards package for you and your family. The pay range for this position is$185,000- $230,000. The salary rangerepresentsthe low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.
