Job description

Job Title: Licensed Exam and Exam Program Developer Type: Long-term Contract Compensation: $69.00 - $115.00 Work Model: Remote – offsite Hours: 40.0 Travel required: 0-20%

Responsibilities:

  • Lead the development of facility-level licensed operator examination program for nuclear reactor project, including strategy, procedures, standards, and exam bank structure consistent with NUREG-1021 and 10 CFR 55.
  • Perform regulatory gap assessments and develop a comprehensive examination strategy integrating advanced reactor design, staffing model, and operations training program.
  • Author facility-level NRC operator examination products, including written examination outlines, written exams, job performance measures (JPMs), and dynamic simulator scenarios.
  • Develop and maintain program documentation for the examination program, including exam development procedures, exam bank management processes, quality assurance controls, and NRC interface protocols.
  • Prepare NRC-facing regulatory documents related to the examination program (e.g., topical reports, white papers, exemption requests, program descriptions) and support those documents through NRC staff review and interactions.
  • Support company leadership in NRC meetings and regulatory engagements, including preparation of briefing materials, presentations, and technical responses.
  • Coordinate examination program activities with simulator development/validation, human factors/ISV efforts, and control room staffing strategy.
  • Mentor and coach Operations Training staff on examination development methods, NUREG-1021 expectations, and integration with SAT-based training program design.
  • Develop and execute a mentoring and capability transfer plan to transition key examination program knowledge to TerraPower personnel.
  • Provide monthly status reports and a final close-out report on examination program status, issues, risks, and recommendations.

Requirements:

  • Experience: Minimum 15 years total nuclear power plant experience, with at least 8 years in a licensed operator training/exam development/oversight role.
  • Primary author or facility exam lead for at least three complete NRC-graded licensed operator examinations under NUREG-1021.
  • Participation in at least two NRC-administered initial licensing examinations as lead or co-lead.
  • Direct experience supporting at least three NRC operator licensing examinations, including pre-exam meetings, exam administration, and comment resolution.
  • Experience developing or revising facility-specific K&A catalogs, exam standards, or guidance.
  • Experience linking job/task analyses to exam content, including traceability from task/knowledge to questions, JPMs, and simulator scenarios.
  • Senior Reactor Operator (SRO) license or certification at a power reactor.
  • Bachelor’s degree in engineering, physical sciences, or related field, or equivalent experience.
  • Strong written and verbal communication skills, including mentoring exam writers and presenting to leadership.
  • Ability to collaborate with multi-disciplinary teams and communicate complex technical concepts clearly.
Desired Qualifications and Experience:
  • Experience with advanced reactor technologies and participation in new plant licensing programs.
  • Participation in INPO accreditation or re-accreditation cycles for operations training.
  • Experience with self-assessments, gap analyses, and corrective actions linked to accreditation or exam performance.
  • Development or revision of facility-specific K&A catalogs or exam standards where applicable.
  • Experience building internal exam program capabilities, including procedures, training, and quality reviews.
  • Experience leading multi-month exam or licensing projects with cross-functional stakeholders.
