Position Summary
We are seeking an experienced Technical Program Manager (TPM) to support our Cyber Solutions organization by leading large-scale, cross-functional technical programs across multiple product and engineering teams.
This is a strategic program leadership role responsible for coordinating complex initiatives across Product Management, Engineering, Architecture, and Cybersecurity. The successful candidate will drive execution, manage dependencies, communicate with executive leadership, and ensure delivery of key business and technology objectives. Candidates must have sufficient technical depth to effectively partner with engineering teams and understand technical concepts, architecture discussions, and delivery risks.
Required Qualifications
Suppliers should prioritize candidates with the following experience:
  • 10+ years of Technical Program Management experience supporting enterprise technology organizations.
  • Proven experience leading multiple concurrent, enterprise-scale technical programs involving cross-functional engineering teams.
  • Experience partnering with Product Management, Engineering, Architecture, and Cybersecurity stakeholders.
  • Demonstrated success managing complex program dependencies, risks, milestones, and executive-level reporting.
  • Experience driving programs across highly matrixed organizations without direct authority.
  • Strong understanding of software development lifecycle (SDLC) and Agile delivery methodologies.
  • Experience facilitating executive governance, portfolio reviews, roadmap planning, and cross-functional planning sessions.
  • Excellent written and verbal communication skills with experience presenting to senior leadership.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage competing priorities.
Preferred Qualifications
Candidates with one or more of the following are highly desirable:
  • Experience supporting Cybersecurity, Infrastructure, Platform Engineering, or Cloud organizations.
  • Experience managing enterprise technology portfolios or strategic transformation initiatives.
  • Experience with Agile delivery frameworks such as Scrum, SAFe, or quarterly/PI planning.
  • Experience using enterprise program management tools such as Jira, Confluence, Azure DevOps, Planview, or Smartsheet.
  • Familiarity with cloud platforms (AWS, Azure, or GCP) and modern software architecture concepts.
Primary Responsibilities
  • Lead planning and execution of complex cross-functional cybersecurity initiatives.
  • Manage multiple strategic programs simultaneously while aligning execution with organizational priorities.
  • Coordinate delivery across Product Management, Engineering, Architecture, and Cybersecurity teams.
  • Identify and proactively manage program dependencies, risks, and blockers.
  • Develop and maintain integrated program plans, milestones, governance documentation, and executive dashboards.
  • Facilitate portfolio reviews, roadmap planning sessions, and executive governance meetings.
  • Prepare executive communications including status reports, presentations, and program health updates.
  • Monitor program performance through KPIs and provide recommendations to improve execution.
  • Drive accountability across teams by tracking commitments, deliverables, and action items.
  • Recommend and implement improvements to program governance, reporting, and delivery processes.

The ideal candidate is an experienced enterprise Technical Program Manager who has successfully led large, cross-functional technology initiatives in complex organizations. They should be comfortable influencing stakeholders without direct authority, communicating with executives, managing ambiguity, and driving execution across multiple teams.
