Job description

About Company:

Kundlas Consulting Group LLC is a professional consulting firm specializing in construction inspection and compliance services for public infrastructure projects. Our core services include on-site inspection of roadway, bridge, and utility construction to ensure adherence to engineering specifications, safety standards, and contract requirements. We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.

About the Role:

The Structural Engineer will support the U.S. Army Corps of Engineers (USACE) READI contract by evaluating damaged structures and designing rapid stabilization measures and permanent repair solutions for facilities and infrastructure impacted by disasters and emergency events. This role provides structural engineering expertise for emergency response, infrastructure recovery, resiliency planning, and rehabilitation projects in accordance with federal standards, building codes, and USACE engineering requirements.

The Structural Engineer will conduct structural assessments, perform engineering analyses, develop repair recommendations, and prepare technical documentation supporting emergency stabilization and long-term recovery operations. The position requires close coordination with architects, civil engineers, construction personnel, project managers, and government stakeholders to ensure safe, efficient, and code-compliant structural solutions for temporary and permanent facilities.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or a related engineering discipline from an accredited institution.
  • Licensed Professional Engineer (PE) with demonstrated experience in structural engineering.
  • Professional experience performing structural analysis, design evaluations, and repair recommendations for buildings, bridges, or infrastructure systems.
  • Proficiency in structural analysis and design software including STAAD.Pro, finite element analysis tools, or equivalent engineering applications.
  • Strong knowledge of reinforced concrete, steel, masonry, and structural design principles in accordance with applicable building codes and engineering standards.
  • Experience preparing and reviewing structural drawings, repair details, construction documents, and technical reports.
  • Strong written and verbal communication skills with the ability to coordinate with multidisciplinary teams and federal stakeholders.

Preferred Qualifications:

  • Master’s degree in Structural Engineering or related discipline.
  • Experience supporting USACE, FEMA, DoD, GSA, or other federal infrastructure and disaster recovery programs.
  • Experience conducting post-disaster structural assessments and emergency stabilization evaluations.
  • Familiarity with resilient design practices, seismic analysis, and progressive collapse mitigation.
  • Experience supporting Design-Build projects and infrastructure rehabilitation programs.
  • Certification or advanced training in structural analysis software, forensic engineering, or project management.

Responsibilities:

  • Evaluate damaged structures and infrastructure systems to determine structural integrity, safety risks, and repair requirements.
  • Develop rapid stabilization concepts and permanent repair designs supporting emergency response and disaster recovery operations.
  • Perform structural calculations, finite element analyses, and engineering evaluations for buildings, bridges, temporary facilities, and related infrastructure.
  • Prepare structural drawings, repair details, technical specifications, and construction documentation in compliance with USACE standards and project requirements.
  • Coordinate with architects, civil engineers, geotechnical engineers, contractors, and project managers to develop integrated and constructible solutions.
  • Conduct field inspections, damage assessments, and site investigations to verify existing conditions and support recovery planning.
  • Review shop drawings, contractor submittals, and construction activities to ensure compliance with approved structural designs and quality standards.
  • Support project scheduling, cost estimating, technical reviews, and construction coordination activities.
  • Participate in emergency response support activities and post-disaster infrastructure evaluations as required.
  • Maintain current knowledge of evolving structural engineering codes, resiliency standards, and federal infrastructure requirements.

Skills:

The ideal candidate must possess strong structural engineering and analytical skills to evaluate damaged infrastructure and develop safe, effective stabilization and repair solutions during emergency response and recovery operations. Proficiency in structural analysis software such as STAAD and finite element modeling tools is essential for performing structural calculations, evaluating load conditions, and assessing structural behavior under complex scenarios. A strong understanding of reinforced concrete, steel, masonry, and structural rehabilitation principles is required to support compliant and constructible repair designs. The candidate should demonstrate experience preparing structural drawings, repair details, shop drawing reviews, and technical documentation necessary for construction and recovery activities. Strong problem-solving and organizational abilities are critical for managing multiple projects and responding effectively in dynamic disaster recovery environments. Excellent written and verbal communication skills are necessary for coordinating with multidisciplinary engineering teams, contractors, regulatory agencies, and federal stakeholders. Familiarity with resilient design practices, post-disaster assessments, and federal engineering standards is highly desirable for supporting infrastructure recovery and long-term resiliency objectives under the USACE READI contract.
